Chair Bramble called the meeting to order at 2:30 p.m. and announced that, at the request of the
sponsor, S.B. 64 will not be heard today.
Approval of Minutes
MOTION: Sen. Henderson moved to approve the minutes of the February 6, 2013 meeting.
The motion passed unanimously.
Chair Bramble relinquished the Committee Chair to Sen. Henderson.
S.B. 168 Certified Public Accountant Licensing Amendments (Bramble)
Sen. Bramble introduced and explained the bill.
MOTION: Sen. Bramble moved to transmit S.B. 168 favorably. The motion passed
unanimously.
Chair Bramble resumed the Committee Chair.
S.B. 55 Insurance Coverage for Autism Spectrum Disorder (B. Shizawa)
Sen Shizawa introduced and explained the bill.
MOTION: Sen. Weiler moved to delete in title and body S.B. 55 and replace it with 1stSub.
S.B. 55. The motion passed unanimously.
Sen. Shizawa further explained the bill and answered questions from the Committee, assisted by
Lori Unumb, National Autism Speaks and Paul Carbone, Pediatrician, University of Utah.

(1) (a) On or after the effective date of this bill, the commission may not issue
to a

retail licensee more than one type of retail license for the same building unless the
commission

determines that:

(i) (A) the licensed premises for each retail license is in a separate room within
the

building; and

(B) the requirements for each retail license are met; or

(ii) (A) the different retail licenses are operational at different days or hours;

(B) the retail licensee posts a notice that is conspicuous and states the days and
hours

for each retail license that operates on the premises; and

(C) the requirements for each retail license are met.

(b) The commission may define "separate room" by rule made in accordance
with Title

63G, Chapter 3, Utah Administrative Rulemaking Act.

(2) (a) Notwithstanding Subsection (1), if on the effective date of this bill a
retail

licensee has more than one type of retail license within a building in a manner that
violates

Subsection (1), the retail licensee may operate under the different types of retail
licenses until

January 1, 2015.

(b) By no later than January 1, 2015, the retail licensee shall:

(i) choose which retail license the retail licensee wants to retain, subject to
being

qualified to continue to hold the retail license; and

(ii) let expire or return to the commission a retail license that the retail licensee
has

chosen not to retain.
