MINUTES OF THE SENATE GOVERNMENT OPERATIONS &
POLITICAL SUBDIVISIONS STANDING COMMITTEE

Chair Dayton called the meeting to order at 2:47 p.m.

Chair Dayton announced that S.B. 149 and S.B. 17 would not be heard today.

H.B. 14    Requirements to Change Form of County Government (Rep. K. Grover) (Sen. M. Dayton)

Rep. Grover introduced and explained the bill.

Spoke in favor of the bill:    Mark Thomas, Lieutenant Governor's Office

MOTION:    Sen. Van Tassell moved to pass H.B. 14 out favorably. The motion passed unanimously, with Sens. Hillyard, Shiozawa and Thatcher absent for the vote.

MOTION:    Sen. Van Tassell moved to place H.B. 14 on the Consent Calendar. The motion passed unanimously with Sens. Hillyard, Shiozawa and Thatcher absent for the vote.

Chair Dayton relinquished the Chair to Sen. Van Tassell.

S.B. 62    Governor's Fire Suppression Authority (Sen. M. Dayton)

Sen. Dayton introduced and explained the bill.

Spoke in favor of the bill:    Mark Thomas, Lieutenant Governor's Office
                Dick Buehler, Director, Division of Forestry, Fire and State Lands

MOTION:    Sen. Van Tassel moved to pass S.B. 62 out favorably. The motion passed unanimously with Sens. Hillyard, Robles and Thatcher absent for the vote.

Sen. Dayton resumed the Chair.

S.B. 172    Use of Bond Proceeds by Political Subdivisions (Sen. J. Valentine)

Sen. Valentine introduced and explained the bill.

Spoke in favor the bill:    Bruce Jones, General Counsel, Utah Transit Authority
                Lincoln Shurtz, League of Cities and Towns

Spoke to the bill:        Brandon Johnson, Attorney, Chapman and Cutler

MOTION:    Sen. Van Tassell moved to pass S.B. 172 out favorably. The motion passed unanimously with Sens. Hillyard, Robles and Thatcher absent for the vote.

Approval of Minutes

MOTION:    Sen. Van Tassel moved to approve the minutes of February 6, 2013. The motion passed unanimously with Sens. Hillyard, Robles and Thatcher absent for the vote.

S.B. 65    Election Code - Financial Reporting Requirement Amendments (Sen. J. Valentine)

Spoke in favor of the bill:    Mark Thomas, Lieutenant Governor's Office

MOTION:    Sen. Van Tassell moved to pass S.B. 65 out favorably. The motion passed unanimously with Sens. Hillyard, Robles and Thatcher absent for the vote.

S.J.R. 11    Joint Resolution on Environmental and Developmental Policies (Sen. T. Weiler)

Sen. Weiler presented and explained the bill.

MOTION:    Sen. Van Tassell moved to pass S.J.R. 11 out favorably. The motion passed with Sen. Robles voting in opposition.

MOTION:    Sen. Van Tassell moved to adjourn. The motion passed unanimously.

Chair Dayton adjourned the meeting at 3:39 p.m.
