Chair Dayton called the meeting to order at 2:13 p.m.

Chair Dayton announced that S.C.R. 7 would not be heard today.

1st Sub. H.B. 44    Election Polling (Rep. G. Hughes) (Sen. Dayton )

Rep. Hughes introduced and explained the bill.

Spoke in opposition to the bill:            Ms. Marina Lowe, Legislative Counsel, American Civil                                      Liberties Union
                    Mr. Brian Chapman, Managing Director, BCR Political, LLC

Spoke in favor of the bill:                Ms. Heather Anderson, Lobbyist, Utah Association of Special                                  Districts

MOTION:    Sen. Thatcher moved to pass the bill out favorably. The motion passed, with Sen. Robles voting in opposition and Sen. Hillyard absent for the vote.

Approval of Minutes

MOTION:    Sen. Van Tassell moved to approve the minutes of the February 13, 2013 meeting. The motion passed unanimously with Sen. Hillyard absent for the vote.

S.B. 176    Office of Planning and Budget Restructuring Amendments (Sen. J. Stevenson)

MOTION:    Sen. Van Tassell moved to amend S.B. 176 as follows:

1.    Page 1, Lines 21 through 22 :    


             21      Other Special Clauses:
             22          
{   None   }        This bill provides revisor instructions.      


2.    Page 121, Lines 3735 through 3743 :    

             3735          (d) for the Commissioner of Public Safety:
             3736          (i) an accidental death insurance policy if POST certified; and
             3737          (ii) a public safety vehicle for official and personal use;
             3738          (e) for the executive director of the Department of Corrections:
             3739          (i) an accidental death insurance policy if POST certified; and
             3740          (ii) a public safety vehicle for official and personal use;
             3741          (f) for the Adjutant General a vehicle for official and personal use; and
             3742          (g) for each member of the Board of Pardons and Parole a vehicle for commute and
             3743      official use.

  Section 75. Revisor instructions.

     The Legislature intends that if S.B. 176, Office of Planning and Budget Restructuring Amendments, passes, the Office of Legislative Research and General Counsel in preparing the Utah Code database for publication, change any reference to "Office of Planning and Budget" to "Office of Management and Budget".  


        The motion passed unanimously.

Sen. J. Stevenson introduced and explained the bill.

MOTION:    Sen. Thatcher moved to pass S.B. 176 out favorably. The motion passed unanimously.

S.B. 190    Procurement Revisions (Sen. S. Jenkins)

Sen. Jenkins introduced and explained the bill.

                        Mr.      LeGrande Bitter, Executive Director, Utah Association for Special Districts

MOTION:    Sen. Van Tassell moved to pass S.B. 190 out favorably. The motion passed unanimously.

H.B. 257    State Treasurer Amendments (Rep. J. Bird) (Sen. H. Stephenson)

Rep. Bird introduced and explained the bill.

MOTION:    Sen. Van Tassell moved to pass H.B. 257 out favorably. The motion passed unanimously.

H.B. 82    Elections and Early Voting During a Declared Emergency (Rep. R. Chavez- Houck) (Sen. P. Knudson)

Rep. Chavez-Houck introduced and explained the bill.

MOTION:    Sen. Van Tassell moved to pass H.B. 82 out favorably. The motion passed unanimously.

H.B. 40    Scheduling of Special Elections (Rep. K. Powell) (Sen. P. Knudson)

Rep. Powell introduced and explained the bill.

Spoke in favor of the bill:                            Mr. Justin Lee, Deputy Director of Elections, Lieutenant Governor's Office

MOTION:    Sen Thatcher moved to adjourn. The motion passed unanimously.

Chair Dayton adjourned the meeting at 3:46 p.m.
