Sen. Vickers called the meeting to order at 8:17 a.m.

Approval of Minutes

There were no minutes to approve.

1st Substitute H.B. 58, Protection of Athletes with Head Injuries Act Amendments (P. Ray)

Rep. Ray presented the bill to the committee.

MOTION:    
Sen. Thatcher moved to pass 1st Sub. H.B. 58 out favorably. The motion              passed unanimously .

H.B. 276    Newborn Screening for Critical Congenital Heart Defects
(P. Ray)

Rep. Ray presented the bill to the committee.

MOTION:    
Sen. Thatcher moved to amend H.B. 276 as follows:

1.    Page 3, Lines 88 through 88h
    House Committee Amendments
    2-4-2013 :
    

             88          (i) The department shall provide staff for the committee.
             88a          H. (6) Prior to implementing the test required by Subsection (1)(d), the department
             88b      shall conduct a pilot program for testing newborns for critical congenital heart defects using
             88c      pulse oximetry. The pilot program shall include the development of:
             88d          (a) appropriate oxygen saturation levels that would indicate a need for further

medical
             88e      follow-up;

  and      

             88f          (b) the best methods for implementing the pulse oximetry screening in newborn care
             88g      units;
{   and

             88h          (c) electronic reporting mechanisms.

S.B. 251    Sunset Reauthorizaton - Employment Services for the Disabled (R. Menlove)

Rep. Menlove presented the bill to the committee.

MOTION:    Sen. Christensen moved to pass H.B. 251 out favorably. The bill passed              unanimously.

H.B. 281    Health Discount Program Revision (J. Dunnigan)

Sen. Dunnigan presented the bill to the committee.

MOTION:     Sen. Christensen moved to amend H.B. 281 as follows:

             67      the health discount program] by entering into a contract or agreement, directly or indirectly,
             67a      with a person or persons in this state who agree to provide discounts for health care services to
             67b      enrollees of the health discount program

             199      kind by giving written notice of cancellation to the other party to the contract.
             200          (2) A person may not exercise the right of cancellation described in Subsection (1) if
             201      the person has used the services of the health discount program under the contract.
             202          (3) If a person cancels a contract under Subsection (1), the other party to the contract
             203      shall refund all money and other consideration paid in relation to the health discount program,
  less a maximum of $25 of      

             204     
{   including   } any enrollment charge, regardless of whether the enrollment charge was designated

             205      as nonrefundable.

MOTION:    Sen. Christensen moved to pass H.B. 276 out, as amended, favorably. The         motion passed unanimously.
