Chair Madsen called the meeting to order at 2:19 p.m.
    
Approval of Minutes

MOTION:
    Sen. Jones moved to correct and approve the minutes of Feb. 1, 2013. The motion passed unanimously with Sens. Robles, Urquhart, and Weiler absent for the vote.

S.B. 144 Reauthorization of Prohibitions on Practicing Law Without a License (S. Jenkins)

Sen. Urquhart presented and explained this bill.

MOTION:      Sen. Jones moved to pass the bill out favorably. The motion passed, with
         Sen. Urquhart voting in opposition and Sens. Hillyard and Thatcher absent for the          vote.

S.B. 146 Driving Under the Influence Amendments (S. Jenkins)

Sen. Urquhart presented and explained the bill.

Spoke to the bill:    Paul Boyden, Executive Director, Prosecutors Association

MOTION:    Sen. Weiler moved to pass the bill out favorably. The motion passed unanimously         with Sens. Hillyard and Thatcher absent for the vote.

S.B. 116 Garnishment for Debt Collection (L. Hillyard)

Sen. Hillyard presented and explained the bill.



Spoke to the bill:     Candace Daly, Executive Director, National Federation of Independent                 Business

MOTION:     Sen. Hillyard moved to proceed to the next order of business. The motion passed         unanimously with Sen. Thatcher absent for the vote.

S.B. 155 Open Adoption (L. Hillyard)

Sen. Hillyard presented and explained the bill.

Spoke to the bill:    Stan Swim, President, God, Family, and Country Foundation
            David Hardy, Past President of Utah Adoption Council
            Dan Deuel, Legislative Liaison for the Utah Council for Ethical Adoption                 Practice
            Larry Jenkins, Attorney, Member of the Utah Adoption Council's                      Legislative Committee
    
MOTION:    Sen. Hillyard moved to adjourn the meeting. The motion passed unanimously.

Chair Madsen adjourned the meeting at 3:21 p.m.
