Chair Henderson called the meeting to order at 4:09 p.m.
    
Approval of Minutes

MOTION:    Sen. Harper moved to approve the minutes of Mar. 4, 2013. The motion passed         unanimously, with Sens. Adams, Davis, Jenkins, and Stephenson absent for the         vote.

MOTION:    Sen. Valentine moved to approve the minutes of Mar. 5, 2013. The motion passed unanimously, with Sens. Adams, Davis, Jenkins, and Stephenson absent for the vote.

Chair Henderson announced that1st Sub.H.B. 158 would not be heard.

MOTION:    Sen. Bramble moved to hear 1st Sub. H.B.158 at the meeting. The motion passed, with Sen. Stephenson voting in opposition, and Sens Adams, Davis, and Jenkins absent for the vote.

Chair Henderson relinquished the chair to Sen. Harper.     

S.B. 283     Availability of Public Information Amendments (D. Hendersen)

Sen. Henderson introduced and explained the bill.


MOTION:    
Sen. Henderson move to amend S.B. 283 as follows:

1.    Page 3, Lines 74 through 75 :    

             74      63G-2-501 , appointed by the governor;
{   and   }       

    (i) an individual representing counties, appointed by the governor;
    (j) an individual representing municipalities, appointed by the governor; and

MOTION:    Sen. Valentine moved to pass S.B. 283, as amended, out favorably. The motion passed unanimously.

S.B. 285    Involuntary Civil Commitment Information Amendments (D. Thatcher)

Sen. Thatcher introduced and explained the bill.

MOTION:    Sen. Jenkins moved to amend S.B. 285 as follows:

1.    Page 1, Lines 13 through 16 :    

             13          This bill:
             14          .    adds a requirement that an application for an individual to be involuntarily civilly
             15      committed contain
  , if reasonably available,       the individual's name, date of birth, and      {   , if available, the

             16      individual's  
}
Social Security number.

2.    Page 2, Lines 33 through 41 :    

             33      individual has a mental illness and should be involuntarily committed.

S.B. 279    Math Literacy - Stem Initiative (S. Urquhart)

Sen. Stephenson introduced and explained the bill on behalf of Sen. Urquhart.

Spoke against the bill:    Mr. Kory Holdaway, Utah Education Association

MOTION:    Sen. Jenkins moved to pass S.B. 279 out favorably. The motion passed unanimously, with Sen. Harper absent for the vote.

1st Sub. H.B. 106    Medicaid Inspector General Amendments (R. Wilcox)

MOTION:    Sen. Bramble moved to replace 1st Sub. H.B. 106 with 2nd Sub. H.B. 106. The motion passed unanimously, with Sen. Harper absent for the vote.

Rep. Wilcox introduced and explained the bill.

H.B. 360    Water and Irrigation Revisions (R. Wilcox)

Rep. Wilcox introduced and explained the bill.

MOTION:    Sen. Valentine moved to pass H.B. 360 out favorably. The motion passed unanimously, with Sen. Bramble absent for the vote.

H.B. 145    Youth Development Organization Restricted Account and Income Tax Contribution (S. Eliason)

MOTION:    Sen. Harper moved to replace H.B. 145 with 1st Sub. H.B. 145. The motion passed unanimously, with Sen. Bramble and Valentine absent for the vote.

Rep. Eliason introduced and explained the bill.

Spoke in favor of the bill:    Cathleen Sparrow, CEO, Girl Scouts of Utah


Sen. Valentine declared a conflict of interest.

MOTION:    Sen. Davis moved to pass 1st Sub. H.B. 145 out favorably. The motion passed, with Sen. Jenkins voting in opposition and Sen. Bramble absent for the vote.


H.B. 141    Medicaid Emergency Room and Primary Care Amendments (M. Kennedy)

Rep. Kennedy introduced and explained the bill.

Spoke to the bill:     Sen. Brian E. Shiozawa

Sen. Shiozawa declared a conflict of interest.

MOTION:    Sen. Valentine moved to pass H.B. 141 out favorably. The motion passed unanimously, with Sen. Bramble absent for the vote.

MOTION:    Sen. Bramble moved to return 1st Sub. H.B. 158 to the Rules Committee and recommended that it be studied during the interim. The motion passed unanimously.

S.B. 358    Instream Flow Amendments (M. Noel)

Rep. Noel introduced and explained the bill.

Spoke in favor of the bill:    Timothy Hawkes, Director, Trout Unlimited

MOTION:    Sen. Davis moved to pass H.B. 358 out favorably. The motion passed unanimously, with Sens. Adams, Harper, and Stephenson absent for the vote.

MOTION:    Sen. Valentine moved H.B. 358 be placed on the Consent Calendar. The motion passed unanimously, with Sens. Adams, Harper, and Stephenson absent for the vote.

MOTION:    Sen. Davis moved to adjourn the meeting. The motion passed unanimously with
        Sens. Adams, Harper, and Stephenson absent for the vote.

Chair Henderson adjourned the meeting at 6:51 p.m.
