institution of postsecondary study by meeting the following conditions:
(a) the school shall admit as a regular student only an individual who has earned a recognized high
school diploma or the equivalent of a recognized high school diploma, or who is beyond the age of
compulsory high school attendance as prescribed by Title 53A, Chapter 11; and
(b) the school shall be licensed by name, or in the case of an applicant , shall apply for licensure by
name, under this chapter to offer one or more training programs beyond the secondary level.
