Senator Mark B. Madsen proposes the following amendments:

1.    Page 2, Line 30 :    

             30          
{   None   }        This bill appropriates in fiscal year 2013:

    . to the Department of Administrative Services -- DFCM Prison Relocation and Development, as a one-time appropriation:
        . from the General Fund, One-time, $6,600,000.  


2.    Page 12, Line 340 :    

             340      it receives, if the funds are used for a purpose listed in Subsections (1) through (4).
    
  (6) The authority shall require the person or persons who undertake the former prison land development project under a contract pursuant to a proposal accepted by the authority to repay money the authority spends on costs, other than administrative costs, directly attributable to preparing the former prison land for development or to implementing a former prison land development project.

  Section 29. Appropriation.

    Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for the fiscal year beginning July 1, 2012, and ending June 30, 2013, the following sum of money is appropriated from resources not otherwise appropriated, or reduced from amounts previously appropriated, out of the funds or accounts indicated. This sum of money is in addition to any amounts previously appropriated for fiscal year 2013.
ITEM 1    To Department of Administrative Services -- DFCM Prison Relocation and Development
        From General Fund, One-time                $6,600,000
        Schedule of Programs:
            Prison Relocation and Development    $6,600,000
    The Legislature intends that funds provided under this section be used for purposes of prison relocation and development, as provided in Title 63H, Chapter 7, Prison Land Management Authority Act, including staffing and other administrative expenses associated with the operation of the Prison Land Management Authority.
    Under Section 63J-1-603, the Legislature intends that appropriations provided under this section

not lapse at the close of fiscal year 2013. Use of any nonlapsing funds is limited to the purposes of prison relocation and development, as provided in Title 63H, Chapter 7, Prison Land Management Authority Act.
