Senator Luz Robles proposes the following amendments:

1.    Page 1, Lines 15a through 15f
    Senate Committee Amendments
    2-7-2013 :
    

             15a          . provides that
  until July 1, 2014,       a state or local law enforcement officer may not issue a citation to a

             15b      person 19 years of age or older who has been detained
{   for the first time   } for a safety belt

             15c      violation that is enforced as a primary offense but shall issue the person a warning informing
             15d      the person that wearing a safety belt while operating or a passenger in a motor vehicle is
             15e      enforced as a primary offense on a highway with a posted speed limit of 55 miles per hour or
             15f      more; and .S
