(3) For a public works project only and that costs [$10,000,000] $1,000,000 or more,
in consultation
with a professional engineer registered under Title 58, Chapter 22, Professional Engineers and
Professional Land Surveyors Licensing Act, who has design-build experience and is employed by or is
under contract with the owner,

the following may enter into a contract for design-build, as defined in Section
63G-6a-103
, and

adopt the procedures and follow the provisions of the procurement code for the procurement of
