             9      General Description:
             10          This joint rules resolution of the Legislature modifies provisions relating to Joint
             11      Conventions and Joint Committees by providing for a joint Long-Term Planning
             12      Conference.
             13      Highlighted Provisions:
             14          This resolution:
             15          .    requires the president of the Senate and the speaker of the House of Representatives
             16      to call a joint Long-Term Planning Conference of members of the two houses;
             17          .    provides that the conference will be held at least every two years;
             18          .    describes the purposes of the Long-Term Planning Conference; H. [ and ] .H

             28      Be it resolved by the Legislature of the state of Utah:
             29          Section 1. JR3-3-101 is enacted to read:
             30     
CHAPTER 3. LONG-TERM PLANNING CONFERENCE

             31          JR3-3-101. Call for a Long-Term Planning Conference.
             32          (1) The president of the Senate and the speaker of the House of Representatives shall,
             33      by mutual consent, call a joint Long-Term Planning Conference of members of the two houses.
             34          (2) The conference will be held at least every two years on a date or dates designated
             35      jointly by the president of the Senate and the speaker of the House of Representatives.
             36          (3) The conference may last one or two days and may include meetings, workshops,
             37      and other sessions and activities designed to accomplish the purpose of the conference as
             38      described in Section JR3-3-102 .
             39          Section 2. JR3-3-102 is enacted to read:
             40          JR3-3-102. Purpose of the Long-Term Planning Conference.
             41          The purpose of the Long-Term Planning Conference is to provide information and tools
             42      that will encourage the Legislature, and other guests invited at the discretion of the Legislature,
             43      to:
             44          (1) focus on long-term planning, policy making, and budgeting by the Legislature, state
             45      and local government agencies, and educational institutions;
             46          (2) learn about the long-term economic and demographic trends of the state;
             47          (3) learn about the long-term budgetary outlook for the state, including any issues or
             48      constraints;
             49          (4) consider ways to implement long-term planning processes as part of creating
             50      effective policies, laws, and appropriations that address more than just immediate concerns;
             51      and
             52          (5) make informed decisions and implement sound public policy initiatives that ensure
             53      the long-term success and economic vitality of the state and its citizens.
             54          Section 3. JR3-3-103 is enacted to read:
             55          JR3-3-103. Conference agenda -- Staffing.
             56          (1) The president of the Senate and the speaker of the House of Representatives shall
             57      jointly establish the agenda for the conference.
             58          (2) Under the direction of the president of the Senate and speaker of the House of


             59      Representatives, the Office of Legislative Research and General Counsel, with the assistance of
             60      other legislative staff offices, shall staff the conference in accordance with the agenda
             61      described in Subsection (1).
             62          (3) The agenda described in Subsection (1) may include a variety of presenters,
             63      including representatives of education, government, business, and the private sector.
             63a      H. IR2-2-103. Interim committees -- Long-term planning emphasis.
             63b          (1) Each interim committee shall devote its May interim meeting to long-term planning
             63c      for the areas over which the committee has jurisdiction.
             63d          (2) For each area over which the committee has jurisdiction, as part of the meeting, the
             63e      committee shall:
             63f          (a) review economic and demographic trends and other applicable data;
             63g          (b) identify current, emerging, and future issues and challenges; and
             63h           (c) develop an action plan to address the issues and challenges identified.
             63i          (3) The action plan under Subsection (2)(c) may include plans to:
             63j          (a) perform additional research into specific issues and challenges;
             63k          (b) develop options to address specific issues and challenges; and
             63l          (c) prepare legislation to address specific issues and challenges.
             63m          (4) The cochairs of each interim committee are encouraged to seek information, ideas,
             63n      and assistance from state agencies, local government, education, business, industry, and
             63o      interest groups in preparing for the meeting, providing presentations for the meeting, and
             63p      making assignments related to an action plan. .H
