8 General Description:
9 This bill creates a coordinator of resource stewardship.
10 Highlighted Provisions:
11 This bill:
12 . defines terms;
13 . requires the Executive Director of the Department of Administrative Services to
14 appoint a coordinator of resource stewardship to serve within the Department of
15 Administrative Services;
16 . describes the duties of the coordinator of resource stewardship; and
17 . makes technical changes.

28 Be it enacted by the Legislature of the state of Utah:
29 Section 1. Section 63A-1-103 is amended to read:
30 63A-1-103. Definitions.
31 As used in this title:
32 (1) "Agency" means a board, commission, department, division, officer, council,
33 office, committee, bureau, or other administrative unit of the state, including the agency head,
34 agency employees, or other persons acting on behalf of or under the authority of the agency
35 head, the Legislature, the courts, or the governor, but does not mean a political subdivision of
36 the state, or any administrative unit of a political subdivision of the state.

40 Section 2. Section 63A-1-116 is enacted to read:
41 63A-1-116. Appointment of coordinator of resource stewardship -- Duties of the
42 coordinator of resource stewardship.
43 (1) The executive director of the department shall appoint a state coordinator of
44 resource stewardship and establish the coordinator of resource stewardship's salary.
45 (2) The coordinator of resource stewardship shall report to the executive director or the
46 executive director's designee.
47 (3) The coordinator of resource stewardship shall:
48 (a) work with agencies to implement best practices and stewardship measures to
49 improve air quality; and
50 (b) make an annual report on best practices and stewardship efforts to improve air
51 quality to the Business and Labor Interim Committee and Natural Resources, Agriculture, and
52 Environment Interim Committee.
53 (4) Each agency will retain absolute discretion whether or not to incorporate any of the
54 practices or measures suggested by the coordinator.
