             7      LONG TITLE
             8      General Description:
             9          This bill creates a director of resource stewardship.
             10      Highlighted Provisions:
             11          This bill:
             12          .    defines terms;
             13          .    requires the governor to appoint a director of resource stewardship to serve within
             14      the Department of Administrative Services;
             15          .    describes the duties of the director of resource stewardship; and
             16          .    makes technical changes.

             28      Be it enacted by the Legislature of the state of Utah:
             29          Section 1. Section 63A-1-103 is amended to read:
             30           63A-1-103. Definitions.
             31          As used in this title:
             32          (1) "Agency" means a board, commission, department, division, officer, council,
             33      office, committee, bureau, or other administrative unit of the state, including the agency head,
             34      agency employees, or other persons acting on behalf of or under the authority of the agency
             35      head, the Legislature, the courts, or the governor, but does not mean a political subdivision, of
             36      the state, or any administrative unit of a political subdivision of the state.
             37          [(1)] (2) "Department" means the Department of Administrative Services.
             38          [(2)] (3) "Executive director" means the executive director of the Department of
             39      Administrative Services.
             40          Section 2. Section 63A-1-109 is amended to read:
             41           63A-1-109. Divisions of department -- Administration.
             42          (1) The department shall be composed of the following [divisions]:
             43          (a) divisions:
             44          [(a)] (i) administrative rules;
             45          [(b)] (ii) archives and records;
             46          [(c)] (iii) facilities construction and management;
             47          [(d)] (iv) finance;
             48          [(e)] (v) fleet operations;
             49          [(f)] (vi) state purchasing and general services; and
             50          [(g)] (vii) risk management[.]; and
             51          (b) the director of resource stewardship.
             52          (2) Each division shall be administered and managed by a division director.
             53          Section 3. Section 63A-1-116 is enacted to read:
             54          63A-1-116. Appointment of Director of Resource Stewardship -- Duties of the
             55      Director of Resource Stewardship.
             56          (1) The governor shall appoint a state director of resource stewardship and establish the


             57      director of resource stewardship's salary within the salary range fixed by the Legislature in Title
             58      67, Chapter 22, State Officer Compensation.
             59          (2) The director of resource stewardship shall report to the executive director.
             60          (3) The director of resource stewardship shall:
             61          (a) work with agencies to implement best practices and stewardship measures;
             62          (b) make an annual report on best practices and stewardship efforts to the Business and
             63      Labor and Natural Resources, Agriculture, and Environment Interim Committees; and
             64          (c) receive staff support from the department.
