             7      LONG TITLE
             8      General Description:
             9          This bill creates the Mobile Home Park Task Force.
             10      Highlighted Provisions:
             11          This bill:
             12          .    creates the Mobile Home Park Task Force;
             13          .    establishes task force membership, chairs, member compensation, and duties;
             14          .    designates staff for the task force; and
             15          .    requires the task force to make recommendations and present a final report.
             16      Money Appropriated in this Bill:
             17          This bill appropriates in fiscal year 2015:
             18          .    to the Legislature - Senate as a one-time appropriation:
             19              .    from the General Fund, one-time, $5,500; and
             20          .    to the Legislature - House of Representatives as a one-time appropriation:
             21              .    from the General Fund, one-time, $8,000.
             22      Other Special Clauses:
             23          This bill is repealed on November 30, 2014.

             27      Be it enacted by the Legislature of the state of Utah:


             28          Section 1. Mobile Home Park Task Force -- Creation -- Membership -- Interim
             29      rules followed -- Compensation -- Staff.
             30          (1) There is created the Mobile Home Park Task Force consisting of the following 15
             31      members:
             32          (a) two members of the Senate appointed by the president of the Senate, no more than
             33      one of whom may be from the same political party;
             34          (b) three members of the House of Representatives appointed by the speaker of the
             35      House of Representatives, no more than two of whom may be from the same political party;
             36          (c) one representative from the Utah League of Cities and Towns;
             37          (d) one representative from the Utah Association of Counties;
             38          (e) one representative from the Utah Association of Realtors;
             39          (f) one representative from the Housing and Community Development Division;
             40          (g) one representative from the Utah Housing Alliance;
             41          (h) one representative who has experience in or is in the business of developing land
             42      previously operated as a mobile home park, appointed by the Utah Housing Coalition;
             43          (i) one representative from a financial institution that makes loans to individuals to
             44      purchase a mobile home, appointed by the Utah Housing Alliance;
             45          (j) one representative from the Utah Housing Coalition;
             46          (k) one representative from the Utah Coalition of Manufactured Homeowners; and
             47          (l) one representative from Utah Legal Services.
             48          (2) (a) The president of the Senate shall designate a member of the Senate appointed
             49      under Subsection (1)(a) as a cochair of the task force.
             50          (b) The speaker of the House of Representatives shall designate a member of the House
             51      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             52          (3) A majority of the members of the task force constitutes a quorum. The action of a
             53      majority of a quorum constitutes the action of the task force.
             54          (4) (a) Salary and expenses of a member of the task force who is a legislator shall be
             55      paid in accordance with Sections 36-2-2 and 36-2-3 .
             56          (b) A member of the task force who is not a legislator may not receive compensation
             57      for their work associated with the task force, but may receive per diem and reimbursement for
             58      travel expenses incurred as a member of the task force at the rates established by the Division


             59      of Finance under Sections 63A-3-106 and 63A-3-107 .
             60          (5) The Office of Legislative Research and General Counsel shall provide staff support
             61      to the task force.
             62          Section 2. Duties -- Interim report.
             63          (1) The task force shall review and make recommendations on the following issues:
             64          (a) the difficulties that mobile home park owners and mobile home park residents face
             65      when a mobile home park closes, including:
             66          (i) the cost of relocation;
             67          (ii) development of funding sources for the relocation of park residents;
             68          (iii) situations where the relocation of a mobile home is impossible; and
             69          (iv) requirements for notice to mobile home park residents before a mobile home park
             70      closes;
             71          (b) what to do with an abandoned mobile home;
             72          (c) financial burdens on mobile home park residents, including rent increases, fees, and
             73      other charges;
             74          (d) the balance of interests and responsibilities between state and local government in
             75      relation to regulation of mobile home parks;
             76          (e) incentives for mobile home park owners to maintain land as a mobile home park;
             77          (f) the development of new mobile home parks;
             78          (g) resolution of disputes between a mobile home park owner and a mobile home park
             79      resident;
             80          (h) a park owner's ability to require multiple improvements to a mobile home in a short
             81      period of time; and
             82          (i) any additional issue that the task force:
             83          (i) determines is an important issue related to mobile home parks; and
             84          (ii) decides to review.
             85          (2) The task force shall present a final report, including any proposed legislation, to the
             86      Business and Labor Interim Committee before November 30, 2014.
             87          Section 3. Appropriation.
             88          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
             89      the fiscal year beginning July 1, 2014, and ending June 30, 2015, the following sums of money


             90      are appropriated from resources not otherwise appropriated, or reduced from amounts
             91      previously appropriated, out of the funds or accounts indicated. These sums of money are in
             92      addition to any amounts previously appropriated for fiscal year 2015.
