8 General Description:
9 This bill addresses provisions related to a natural gas main or natural gas line.
10 Highlighted Provisions:
11 This bill:
12 . defines terms;
13 . addresses who may install a natural gas main or natural gas service line;
14 . addresses the inspection of a natural gas main or natural gas service line by a gas
15 corporation; and
16 . addresses the duty of a gas corporation to serve or accept ownership of a natural gas
17 main or natural gas service line.

26 Be it enacted by the Legislature of the state of Utah:
27 Section 1. Section 58-55-308.1 is enacted to read:
28 58-55-308.1. Definitions -- Installation of natural gas main or natural gas service
29 line -- Scope of practice.
30 (1) As used in this section:
31 (a) "Gas corporation" is as defined in Section 54-2-1 .
32 (b) "Natural gas main" means a natural gas distribution supply line to which service
33 lines may be connected for delivery to ultimate consumers.
34 (c) "Natural gas service line" means a natural gas pipe that carries natural gas from a
35 natural gas main to a meter.
36 (d) "Qualifying installer" means a person who:
37 (i) meets the requirements of federal and state statute, federal regulations,
38 administrative rules, and natural gas tariff specifications for installing a natural gas main or
39 natural gas service line; and
40 (ii) is:
41 (A) licensed under this title; and
42 (B) authorized to perform an installation described in Subsection (1)(d)(i) within the
43 person's scope of practice as established by statute or administrative rule.
44 (2) A qualifying installer may install a natural gas main or a natural gas service line.
45 (3) A gas corporation shall inspect a natural gas main or a natural gas service line a
46 qualifying installer installs to ensure that the natural gas main or natural gas service line has
47 been installed in compliance with federal and state statute, federal regulations, administrative
48 rules, and natural gas tariff specifications for installing a natural gas main or natural gas service
49 line.
50 (4) A gas corporation is not required to serve or accept ownership of a natural gas main
51 or natural gas service line until the gas corporation completes all necessary inspections and
52 verifies that the natural gas main or natural gas service line has been installed in compliance
53 with federal and state statute, federal regulations, administrative rules, and natural gas tariff
54 specifications for installing a natural gas main or natural gas service line.
