             8      General Description:
             9          This bill creates the Public Education Funding Task Force.
             10      Highlighted Provisions:
             11          This bill:
             12          .    creates the Public Education Funding Task Force;
             13          .    provides for membership of the task force and compensation for members; and
             14          .    specifies duties of the task force.
             15      Money Appropriated in this Bill:
             16          This bill appropriates in fiscal year 2014:
             17          .    to the Legislature - Senate, as an ongoing appropriation:
             18              .    from the General Fund, $10,500; and
             19          .    to the Legislature - House of Representatives, as an ongoing appropriation:
             20              .    from the General Fund, $17,500.
             21      Other Special Clauses:
             22          This bill is repealed on December 31, 2015.

             26      Be it enacted by the Legislature of the state of Utah:
             27          Section 1. Public Education Funding Task Force -- Creation -- Membership --


             28      Compensation -- Staff.
             29          (1) There is created the Public Education Funding Task Force consisting of the
             30      following 16 members:
             31          (a) three members of the Senate appointed by the president of the Senate, no more than
             32      two of whom may be from the same political party;
             33          (b) five members of the House of Representatives appointed by the speaker of the
             34      House of Representatives, no more than three of whom may be from the same political party;
             35          (c) two representatives of the business community appointed by the president of the
             36      Senate;
             37          (d) two representatives of the business community appointed by the speaker of the
             38      House of Representatives;
             39          (e) two representatives of school districts appointed by the president of the Senate; and
             40          (f) two representatives of school districts appointed by the speaker of the House of
             41      Representatives.
             42          (2) (a) The president of the Senate shall designate a member of the Senate appointed
             43      under Subsection (1)(a) as cochair of the task force.
             44          (b) The speaker of the House of Representatives shall designate a member of the House
             45      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             46          (3) A majority of the members of the task force constitutes a quorum. The action of a
             47      quorum constitutes the action of the task force.
             48          (4) (a) Salaries and expenses of the members of the task force who are legislators shall
             49      be paid in accordance with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3,
             50      Legislator Compensation.
             51          (b) A member of the task force who is not a legislator may not receive compensation
             52      for the member's work associated with the task force, but may receive per diem and
             53      reimbursement for travel expenses incurred as a member of the task force at the rates
             54      established by the Division of Finance under Sections 63A-3-106 and 63A-3-107 .
             55          (5) The Office of Legislative Research and General Counsel and the Office of the
             56      Legislative Fiscal Analyst shall provide staff support to the task force.
             57          Section 2. Duties -- Interim report.
             58          (1) The task force shall review and make recommendations on the following issues:


             59          (a) the financial impacts on school districts of enrollment growth;
             60          (b) imposing impact fees on new development to mitigate the cost of new school
             61      buildings;
             62          (c) equity for taxpayers throughout the state in paying for public education;
             63          (d) alternatives for enhancing funding for public education;
             64          (e) indexing state funding for public education to the funding of other states; and
             65          (f) linking funding to outcomes in public education.
             66          (2) The Public Education Funding Task Force shall submit a final report to the
             67      Education Interim Committee and Executive Appropriations Committee on or before
             68      December 31, 2015.
             69          Section 3. Appropriation.
             70          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
             71      the fiscal year beginning July 1, 2014, and ending June 30, 2015, the following sums of money
             72      are appropriated from resources not otherwise appropriated, or reduced from amounts
             73      previously appropriated, out of the funds or accounts indicated. These sums of money are in
             74      addition to any amounts previously appropriated for fiscal year 2015.
