             9      General Description:
             10          This bill establishes the Snow College Concurrent Education Program.
             11      Highlighted Provisions:
             12          This bill:
             13          .    requires Snow College to establish and administer the Snow College Concurrent
             14      Education Program to provide:
             15              .    concurrent enrollment courses delivered through interactive video conferencing;
             16      and
             17              .    advisory support to secondary school students.
             18      Money Appropriated in this Bill:
             19          This bill appropriates:
             20          .    to Snow College - Education and General, as an ongoing appropriation:
             21              .    from the Education Fund, $1,300,000.
             22      Other Special Clauses:
             23          This bill provides an effective date.

             28      Be it enacted by the Legislature of the state of Utah:
             29          Section 1. Section 53B-16-205.5 is enacted to read:


             30          53B-16-205.5. Snow College Concurrent Education Program.
             31          (1) As used in this section:
             32          (a) "Interactive video conferencing" means two-way, real-time transmission of audio
             33      and video signals between devices or computers at two or more locations.
             34          (b) "Program" means the Snow College Concurrent Education Program.
             35          (2) Consistent with policies established by the State Board of Regents, Snow College
             36      shall establish and administer, subject to legislative appropriations, the Snow College
             37      Concurrent Education Program to provide:
             38          (a) a consistent two-year schedule of concurrent enrollment courses delivered through
             39      interactive video conferencing to secondary school students;
             40          (b) a pathway for a secondary school student to earn college credits that:
             41          (i) apply toward earning an Associate of Science or Associate of Arts degree; or
             42          (ii) satisfy scholarship requirements or other objectives that best meet the needs of an
             43      individual student; and
             44          (c) advisory support to secondary school students who participate in the program and
             45      the secondary school students' school counselors to ensure that students' concurrent enrollment
             46      courses align with the students' academic and career goals.
             47          Section 2. Appropriation.
             48          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
             49      the fiscal year beginning July 1, 2014, and ending June 30, 2015, the following sums of money
             50      are appropriated from resources not otherwise appropriated, or reduced from amounts
             51      previously appropriated, out of the funds or accounts indicated. These sums of money are in
             52      addition to any amounts previously appropriated for fiscal year 2015.

             57          Under Section 63J-1-603 , the Legislature intends that appropriations provided in this


             58      section are:
             59          (1) to be used to carry out the requirements of Section 53B-16-205.5 ;
             60          (2) ongoing, subject to availability of funds; and
             61          (3) nonlapsing.
             62          Section 3. Effective date.
             63          (1) Except as provided in Subsection (2), this bill takes effect on May 13, 2014.
             64          (2) Uncodified Section 2, Appropriation, takes effect on July 1, 2014.
