8 General Description:
9 This bill provides for assistance to educators and parents in teaching reading.
10 Highlighted Provisions:
11 This bill:
12 . requires the reading clinic to provide:

14 providing individualized reading instruction and reading remediation; and
15 . access to students for reading remediation and instruction services through

27 Be it enacted by the Legislature of the state of Utah:
28 Section 1. Section 53A-3-402.10 is amended to read:
29 53A-3-402.10. Reading clinics -- Purpose.
30 (1) The Legislature recognizes the critical importance of identifying, assessing, and
31 assisting students with reading difficulties at an early age in order for them to have successful
32 and productive school and life experiences.
33 (2) In order to help accomplish this, there is established a reading clinic, hereafter
34 referred to as the "clinic," based at the University of Utah, College of Education, to assist
35 educators and parents of students statewide in:
36 (a) assessing elementary school students who do not demonstrate satisfactory progress
37 in reading;
38 (b) providing instructional intervention to enable the students to overcome reading
39 difficulties; and
40 (c) becoming better prepared to help all students become successful readers by
41 providing them with professional development programs in reading that are based on best
42 practices and the most current, scientific research available through nationally and
43 internationally recognized reading researchers and instructional specialists.
44 (3) (a) The clinic shall focus primarily on students in grades [
45 since research shows the need for students to become successful readers by the end of [
46
47 (b) The clinic shall make assessment and instructional intervention services available
48 to public education students of all ages.
49 (4) The clinic shall provide these services [
50 site in Salt Lake County and through remote access interactive technology to reach educators,
51 parents, and students throughout the state.
52 (5) The clinic shall provide:
53 (a) instruction to teachers in the use of technology and blended learning in providing
54 individualized reading instruction and reading remediation; and
55 (b) access to students for reading remediation and instruction services through distance
56 learning technology if a student is unable to regularly access a reading clinic location.
57 (6) The clinic shall integrate both the usage of and instruction on the use of
58 technology-based reading assessment tools as part of the clinic's services.
59 Section 2. Appropriation.
60 Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
61 the fiscal year beginning July 1, 2014, and ending June 30, 2015, the following sums of money
62 are appropriated from resources not otherwise appropriated, or reduced from amounts
63 previously appropriated, out of the funds or accounts indicated. These sums of money are in
64 addition to any amounts previously appropriated for fiscal year 2015.
