             7      LONG TITLE
             8      General Description:
             9          This bill modifies provisions related to the Student Leadership Skills Development
             10      Pilot Program.
             11      Highlighted Provisions:
             12          This bill:
             13          .    requires a school that receives a grant under the pilot program to:
             14              .    set school-wide goals for the school's student leadership skills development
             15      program; and
             16              .    require each student to set personal goals;
             17          .    specifies the data a school shall use to measure the effectiveness and impact of a
             18      school's student leadership skills development program on student behavior and
             19      academic achievement;
             20          .    prohibits the State Board of Education from awarding additional grant money to a
             21      school that fails to demonstrate an improvement in student behavior and academic
             22      achievement;
             23          .    modifies the grant amount and matching fund requirements;
             24          .    revises the date for a report on the pilot program to the Legislature; and
             25          .    extends the repeal date for the pilot program.
             26      Money Appropriated in this Bill:
             27          This bill appropriates in fiscal year 2015:
             28          .    to the State Board of Education - Utah State Office of Education - Initiative
             29      Programs as a one-time appropriation:


             30              .    from the Education Fund, $250,000.
             31      Other Special Clauses:
             32          This bill takes effect on July 1, 2014.

             38      Be it enacted by the Legislature of the state of Utah:
             39          Section 1. Section 53A-17a-169 is amended to read:
             40           53A-17a-169. Student Leadership Skills Development Pilot Program.
             41          (1) For purposes of this section:
             42          (a) "Board" means the State Board of Education.
             43          (b) "Pilot program" means the Student Leadership Skills Development Pilot Program
             44      created in Subsection (2).
             45          (2) There is created the Student Leadership Skills Development Pilot Program to
             46      develop student behaviors and skills that enhance a school's learning environment and are vital
             47      for success in a career, including:
             48          (a) communication skills;
             49          (b) teamwork skills;
             50          (c) interpersonal skills;
             51          (d) initiative and self-motivation;
             52          (e) goal setting skills;
             53          (f) problem solving skills; and
             54          (g) creativity.
             55          (3) (a) The board shall administer the program and award grants to elementary schools
             56      that apply for a grant on a competitive basis.
             57          (b) [A grant awarded to a school under Subsection (3)(a) shall be] The board may


             58      award a grant of:
             59          (i) up to $10,000 per school[.] for the first year a school participates in the pilot
             60      program; and
             61          (ii) up to $20,000 per school for subsequent years a school participates in the pilot
             62      program.
             63          (4) An elementary school may participate in the pilot program established under this
             64      section in accordance with rules of the State Board of Education.
             65          (5) In selecting elementary schools to participate in the pilot program, the board shall:
             66          (a) require a school in the first year the school participates in the pilot program to
             67      provide matching funds or an in-kind contribution of goods or services in an amount equal to
             68      the grant the school receives from the board;
             69          (b) require a school to participate in the pilot program for two years; and
             70          (c) give preference to Title I schools or schools in need of academic improvement.
             71          (6) A school that receives a grant described in Subsection (3) shall [provide the
             72      following to the board after the first school year of implementation of the program]:
             73          (a) (i) set school-wide goals for the school's student leadership skills development
             74      program; and
             75          (ii) require each student to set personal goals; and
             76          (b) provide the following to the board after the first school year of implementation of
             77      the program:
             78          [(a)] (i) evidence that the grant money was used for the purpose of purchasing or
             79      developing the school's own student leadership skills development program; and
             80          [(b)] (ii) a report on the effectiveness and impact of the school's student leadership
             81      skills development program on student behavior and academic results[.] as measured by:
             82          (A) a reduction in truancy;
             83          (B) assessments of academic achievement;
             84          (C) a reduction in incidents of student misconduct or disciplinary actions; and
             85          (D) the achievement of school-wide goals and students' personal goals.


             86          (7) After three years' participation in the pilot program, a school may not receive
             87      additional grant money if the school fails to demonstrate an improvement in student behavior
             88      and academic achievement as measured by the data reported under Subsection (6).
             89          [(7)] (8) (a) The board shall make a report on the pilot program to the Education
             90      Interim Committee by the committee's October [2015] 2016 meeting.
             91          (b) The report shall include an evaluation of the pilot program's success in enhancing a
             92      school's learning environment and improving academic achievement.
             93          Section 2. Section 63I-2-253 is amended to read:
             94           63I-2-253. Repeal dates -- Titles 53, 53A, and 53B.
             95          (1) Section 53A-1-402.7 is repealed July 1, 2014.
             96          (2) Section 53A-1-403.5 is repealed July 1, 2017.
             97          (3) Section 53A-1-411 is repealed July 1, 2016.
             98          (4) Section 53A-1-412 is repealed July 1, 2013.
             99          (5) Section 53A-1a-513.5 is repealed July 1, 2017.
             100          (6) Title 53A, Chapter 1a, Part 10, UPSTART, is repealed July 1, 2014.
             101          (7) Title 53A, Chapter 8a, Part 8, Peer Assistance and Review Pilot Program, is
             102      repealed July 1, 2017.
             103          (8) Subsection 53A-13-110 (4) is repealed July 1, 2013.
             104          (9) Section 53A-17a-169 is repealed July 1, [2016] 2017.
             105          Section 3. Appropriation.
             106          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
             107      the fiscal year beginning July 1, 2014, and ending June 30, 2015, the following sums of money
             108      are appropriated from resources not otherwise appropriated, or reduced from amounts
             109      previously appropriated, out of the funds or accounts indicated. These sums of money are in
             110      addition to any amounts previously appropriated for fiscal year 2015.

             116          The Legislature intends that the State Board of Education:
             117          (1) use the appropriation under this section to implement the Student Leadership Skills
             118      Development Pilot Program created in Section 53A-17a-169 ; and
             119          (2) may use up to $12,500 of the appropriation under this section to contract with an
             120      independent evaluator to conduct an evaluation of the pilot program as required by Section
             121      53A-17a-169 .
             122          Section 4. Effective date.
             123          This bill takes effect on July 1, 2014.
