             9      General Description:
             10          This bill establishes the Rural Superintendent Concurrent Education Program.
             11      Highlighted Provisions:
             12          This bill:
             13          .    requires Snow College to establish and administer the Rural Superintendent
             14      Concurrent Education Program to provide:
             15              .    concurrent enrollment courses delivered through interactive video conferencing;
             16      and
             17              .    advisory support to secondary school students.
             18      Money Appropriated in this Bill:
             19          This bill appropriates:
             20          .    to Snow College - Education and General, as an ongoing appropriation:
             21              .    from the Education Fund, $1,500,000.
             22      Other Special Clauses:
             23          This bill provides an effective date.

             28      Be it enacted by the Legislature of the state of Utah:
             29          Section 1. Section 53B-16-205.5 is enacted to read:
             30          53B-16-205.5. Rural Superintendent Concurrent Education Program.
             31          (1) As used in this section:
             32          (a) "Interactive video conferencing" means two-way, real-time transmission of audio
             33      and video signals between devices or computers at two or more locations.
             34          (b) "Program" means the Rural Superintendent Concurrent Education Program.
             35          (2) Snow College shall establish and administer the Rural Superintendent Concurrent
             36      Education Program to provide:
             37          (a) a consistent two-year schedule of concurrent enrollment courses delivered through
             38      interactive video conferencing to secondary school students;
             39          (b) a pathway for a secondary school student:
             40          (i) to earn an associate degree or complete a specified math and science curriculum to
             41      qualify for a New Century Scholarship as described in Section 53B-8-105 ;
             42          (ii) to complete a rigorous high school program to qualify for a Regents' Scholarship as
             43      described in Section 53B-8-108 ; or
             44          (iii) to prepare for a career in a specific field; and
             45          (c) advisory support to secondary school students who participate in the program and
             46      the secondary school students' school counselors to ensure that students' concurrent enrollment
             47      courses align with the students' academic and career goals.
             48          Section 2. Appropriation.
             49          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
             50      the fiscal year beginning July 1, 2014, and ending June 30, 2015, the following sums of money
             51      are appropriated from resources not otherwise appropriated, or reduced from amounts
             52      previously appropriated, out of the funds or accounts indicated. These sums of money are in
             53      addition to any amounts previously appropriated for fiscal year 2015.

             58          Under Section 63J-1-603 , the Legislature intends that appropriations provided in this


             59      section are:
             60          (1) to be used to carry out the requirements of Section 53B-16-205.5 ;
             61          (2) ongoing, subject to availability of funds; and
             62          (3) nonlapsing.
             63          Section 3. Effective date.
             64          (1) Except as provided in Subsection (2), this bill takes effect on May 13, 2014.
             65          (2) Uncodified Section 2, Appropriation, takes effect on July 1, 2014.
