             7      LONG TITLE
             8      General Description:
             9          This bill creates the Education Task Force.
             10      Highlighted Provisions:
             11          This bill:
             12          .    creates the Education Task Force;
             13          .    provides for membership of the task force and compensation for members; and
             14          .    specifies duties and responsibilities of the task force.
             15      Money Appropriated in this Bill:
             16          This bill appropriates in fiscal year 2015:
             17          .    to the Legislature - Senate, as a one-time appropriation:
             18              .    from the General Fund, $32,000; and
             19          .    to the Legislature - House of Representatives, as a one-time appropriation:
             20              .    from the General Fund, $32,000.
             21      Other Special Clauses:
             22          This bill is repealed on December 31, 2014.

             26      Be it enacted by the Legislature of the state of Utah:
             27          Section 1. Education Task Force -- Creation -- Membership -- Interim rules


             28      followed -- Compensation -- Staff.
             29          (1) There is created the Education Task Force consisting of the following 14 members:
             30          (a) the president of the Senate;
             31          (b) the Senate chair of each of the following committees:
             32          (i) the Higher Education Appropriations Subcommittee;
             33          (ii) the Public Education Appropriations Subcommittee; and
             34          (iii) the Senate Education Committee;
             35          (c) the Senate minority leader;
             36          (d) one member of the Senate appointed by the president of the Senate;
             37          (e) one member of the Senate appointed by the Senate minority leader;
             38          (f) the speaker of the House of Representatives;
             39          (g) the House chair of each of the following committees:
             40          (i) the Higher Education Appropriations Subcommittee;
             41          (ii) the Public Education Appropriations Subcommittee; and
             42          (iii) the House Education Committee;
             43          (h) the House minority leader;
             44          (i) one member of the House of Representatives appointed by the speaker of the House
             45      of Representatives; and
             46          (j) one member of the House of Representatives appointed by the House minority
             47      leader.
             48          (2) The president of the Senate and the speaker of the House of Representatives shall
             49      serve as a cochairs of the task force.
             50          (3) In conducting its business, the task force shall comply with the legislative interim
             51      rules.
             52          (4) Salaries of the members of the task force shall be paid in accordance with Section
             53      36-2-2 and Legislative Joint Rules, Title 5, Chapter 3, Expense and Mileage Reimbursement
             54      for Authorized Legislative Meetings, Special Sessions, and Veto Override Sessions.
             55          (5) The Office of Legislative Research and General Counsel shall provide staff support
             56      to the task force.
             57          Section 2. Duties -- Interim report.
             58          (1) The task force shall review and make recommendations on public education and


             59      higher education issues, including:
             60          (a) roles and responsibilities of the Legislature and other governing entities in public,
             61      higher, and career and technical education;
             62          (b) a long-term plan for education in the context of enrollment projections;
             63          (c) education funding at all levels, including ways to focus on outcomes and provide
             64      flexibility;
             65          (d) improvements for college completion rates;
             66          (e) appropriate measures of outcomes and expected levels of performance;
             67          (f) elimination of statutes or rules that create distractions from or constraints on
             68      delivering world class education; and
             69          (g) strategies and policies to break down silos in Utah's education system.
             70          (2) A final report, including any proposed legislation, shall be presented to both the
             71      Education Interim Committee and the Executive Appropriations Committee before December
             72      31, 2014.
             73          Section 3. Appropriation.
             74          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
             75      the fiscal year beginning July 1, 2014, and ending June 30, 2015, the following sums of money
             76      are appropriated from resources not otherwise appropriated, or reduced from amounts
             77      previously appropriated, out of the funds or accounts indicated. These sums of money are in
             78      addition to any amounts previously appropriated for fiscal year 2015.
