9 General Description:
10 This joint resolution of the Legislature recognizes the value of privatization of
11 government services in some circumstances and urges that decisions to privatize be
12 conducted only after thorough and careful review to ensure that privatization is in the
13 public's best interest.
14 Highlighted Provisions:
15 This resolution:
16 . recognizes that there are appropriate circumstances in which the state may choose to
17 privatize a government service;
18 . urges that privatization should be done only after all other possible service delivery
19 options have been explored;
20 . urges that the public good to be attained by any privatization of government services
21 should be clearly identified so that the effectiveness of the outcomes may be
22 measured;
23 . urges that the process for determining whether to privatize a government service
24 should be conducted in full transparency, provide for accountability in the decision
25 making process, be productive for both government and the private sector, and
26 include government oversight to ensure effectiveness and efficiency;
27 . urges that all alternatives to privatization should be explored and thoroughly
28 evaluated prior to any decision to privatize a government service; and
29 . urges that, after all other options are explored, privatization of services should be
30 recognized as being in the public's best interest.

32 Be it resolved by the Legislature of the state of Utah:
33 WHEREAS, there are circumstances in which it is appropriate for the state to choose to
34 privatize a government service;
35 WHEREAS, privatization has a place in government and in the community;
36 WHEREAS, when privatization is made the delivery option for certain services, the
37 public good to be attained by the privatization should be clearly identified so that the
38 effectiveness of the outcomes may be measured;
39 WHEREAS, all alternatives to privatization should be explored and thoroughly
40 evaluated prior to any decision to privatize a government service;
41 WHEREAS, the process for determining whether to privatize a government service
42 should be conducted in full transparency, provide for accountability in the decision making
43 process, be productive for both government and the private sector, and include government
44 oversight to ensure that the privatization of services is operating effectively and efficiently; and
45 WHEREAS, privatization of government services that is conducted in this manner
46 should be considered as being in the public's best interest:
47 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
48 recognizes that there are circumstances in which it is appropriate for the state to choose to
49 privatize a government service and that privatization has a place in government and in the
50 community.
51 BE IT FURTHER RESOLVED that the Legislature urges that the public good to be
52 attained by any privatization of government services should be clearly identified so that the
53 effectiveness of the outcomes may be measured.
54 BE IT FURTHER RESOLVED that the Legislature urges that the process for
55 determining whether to privatize a government service should be conducted in full
56 transparency, provide for accountability in the decision making process, be productive for both
57 government and the private sector, and include government oversight to ensure effectiveness
58 and efficiency.
59 BE IT FURTHER RESOLVED that the Legislature urges that all alternatives to
60 privatization should be explored and thoroughly evaluated prior to any decision to privatize a
61 government service.
62 BE IT FURTHER RESOLVED that the Legislature urges that privatization of
63 government services conducted in the manner outlined in this resolution should be considered
64 as being in the public's best interest.
65 BE IT FURTHER RESOLVED that a copy of this resolution should be sent to the Salt
66 Lake City Chamber of Commerce for distribution to each of Utah's chambers of commerce.
