    The Government Operations and Political Subdivisions Committee reports a favorable recommendation on 1st Sub. H.B. 59, NATIONAL GUARD PROGRAM AMENDMENTS, by Representative V. Peterson, with the following amendments:

  Section 8. Section 39-9-108 is enacted to read:      

    
  39-9-108. State and local sales and use taxes.

    (1) Program operations are not subject to direct taxation by state or
local tax authorities.
    (2) Retail sales within the program are not subject to state sales and use taxes.
