    The Joint Conference Committee comprised of Senators E. Vickers, D. Hinkins, and J. Dabakis, and Representatives J. Draxler, P. Arent, and V. L. Snow, recommends H.B. 61, CLEAN AIR PROGRAMS, by Representative P. Arent, with the following amendments:
