    The Government Operations Committee recommends H.B. 246, FAILURE TO REPORT CONTRIBUTIONS OR PUBLIC SERVICE ASSISTANCE, by Representative C. Hall, be replaced and reports a favorable recommendation on 1st Sub. H.B. 246, FAILURE TO REPORT CONTRIBUTIONS OR PUBLIC SERVICE ASSISTANCE with the following amendments:
