Mr. President:

    The Business and Labor Committee recommends 2nd Sub. H.B. 246, FAILURE TO REPORT CONTRIBUTIONS OR PUBLIC SERVICE ASSISTANCE, by Representative C. Hall, be replaced and favorably recommends 3rd Sub. H.B. 246, GOVERNMENT ETHICS REVISIONS with the following amendments:

1.    Page 2, Lines 38 through 39 :    

             38      Other Special Clauses:
             39          

{   None   }        Provides an immediate effective date.      


2.    Page 14, Line 410 :    

             410          (7) Nothing in this chapter creates a third-party cause of action or appeal rights.
  Section 9. Immediate effective date.      

  If approved by two-thirds of all the members elected to each house, this bill takes effect upon approval by the governor, or the day following the constitutional time limit of Utah Constitution, Article VII, Section 8, without the governor's signature, or in the case of a veto, the date of veto override.
