    The Judiciary, Law Enforcement, and Criminal Justice Committee reports a favorable recommendation on S.B. 92, METAL THEFT AMENDMENTS, by Senator G. Davis, with the following amendments:

1.    Page 1, Line 13 :    

             13      regulated metal apply also to persons who refine or melt regulated metals;

       provides a definition of a metals refiner;       and


2.    Page 2, Line 48 :    

             48      metal
  , but does not include an individual or business that primarily uses ore, concentrate, or other primary materials in refining, melting, or producing any regulated metal       .
