Mr. President:

    The Education Committee reports a favorable recommendation on S.B. 219, PUBLIC EDUCATION UTAH PROFESSIONAL PRACTICES ADVISORY COMMISSION, by Senator D. Henderson, with the following amendments:

1.    Page 2, Line 29 :    

             29          53A-6-302. UPPAC members --

{   Executive secretary.   }        Secretary.      


2.    Page 2, Lines 40 through 43 :    

             40          (1) UPPAC shall consist of:
             41          (a) a nonvoting
{   executive   } secretary; and

             42          (b) at least 11 voting members, as defined by board rule in accordance with Subsection
             43      (2).

3.    Page 2, Lines 44 through 47 :    

             44          (2) (a) Members who are
  a community member or       a parent or guardian of a child enrolled in a Utah public

             45      school shall make up the majority of the voting members described in Subsection (1)(b).
             46          (b) A voting member who is an educator may not be counted toward the majority
             47      described in Subsection (2)(a).


4.    Page 2, Lines 48 through 49 :    

             48          (3) (a) The state superintendent shall
{   recommend   }        appoint       an office member      {   for the board to

             49      consider appointing   } as the
