Vice Chair Pitcher called the meeting to order at 4:20 p.m.
MOTION: Rep. Duckworth moved to approve the minutes of the February 28, 2014 meeting.
The motion passed unanimously with Rep. Anderson, Rep. Cox, Rep. Froerer, Rep. Layton, Rep.
Stanard, and Rep. Dunnigan absent for the vote.
H.B. 243 Amendments to the Fund of Funds (Rep. J. Bird)
MOTION: Rep. Stanard moved to replace H.B. 243 with 2nd Substitute H.B. 243. The
motion passed with Rep. Anderegg voting in opposition and Rep. Cox, Rep. Layton, and Rep.
Dunnigan absent for the vote.
Rep. Bird explained the bill to the committee assisted by:

MOTION: Rep. McKell moved to pass out favorably 2nd Sub. H.B. 243.
SUBSTITUTE MOTION: Rep. Bird moved to pass the bill out favorably and circle it and
place it on the 3rd Reading Calendar. The motion was withdrawn.
The original motion to pass out favorably 2nd Sub. H.B. 243 passed unanimously with Rep.
Layton and Rep. Wiley absent for the vote.
S.B. 203 Immigration Amendments (Sen. C. Bramble)
Sen. Bramble explained the bill to the committee.

MOTION: Rep. Peterson moved to pass out favorably S.B. 203. The motion passed with
Rep. Stanard voting in opposition and Rep. Layton and Rep. Wiley absent for the vote.

H.B. 317 Evidence of Licensure Requirement (Rep. J. Nielson)
Rep. Nielson explained the bill to the committee.

MOTION: Rep. Roberts moved to proceed to the next item on the agenda. The motion
passed with Rep. Anderson voting in opposition and Rep. Layton and Rep. Wiley absent for the

H.B. 145 Privatization of State Golf Course Operations (Rep. K. Christofferson)
MOTION: Rep. Anderegg moved to replace H.B. 145 with 1st Substitute H.B. 145. The
motion passed unanimously with Rep. Layton, Rep. Stanard, Rep. Wiley, and Rep. Dunnigan
absent for the vote.
Rep. Christofferson explained the bill to the committee. Available to answer questions were:
