Vice Chair Snow called the meeting to order at 2:14 p.m.

H.B. 23    Suicide Prevention Revisions (Rep. S. Eliason)

MOTION:    Rep. Eliason moved to amend H.B. 23 as follows:

1.    Page 1, Lines 14 through 17 :    

             14          This bill:
             15          .    under certain circumstances, allows a school employee
{   or   }        ,       agent        , or school resource officer       to intervene and ask

             16      a student questions regarding the student's suicidal thoughts,
  physically       self-harming behavior,

             17      or thoughts of harming others, for the purposes of:

             103          (7) (a) If a school employee
{   or   }        ,       agent        , or school resource officer      

believes a student is at-risk of attempting suicide,


             104     
  physical       self-harming, or harming others, the school employee      {   or   }        ,       agent        , or school resource officer       may intervene and ask a student

             105      questions regarding the student's suicidal thoughts,
  physically       self-harming behavior, or thoughts of

             106      harming others for the purposes of:
             107          (i) referring the student to appropriate prevention services; and
             108          (ii) informing the student's parent
  or legal guardian       .

             109          (b) On or before September 1, 2014, a school district or charter school shall develop
             110      and adopt a policy regarding
{   school employee   } intervention measures consistent with

             111      Subsection (7)(a)
  while requiring the minimum degree of intervention to accomplish the goals of this section       .

The motion passed with Rep. Hughes and Rep. Last absent for the vote.

Rep. Eliason explained H.B. 23 to the committee, assisted by Dr. Gregory Hudnall, Provo School District.

MOTION:    Rep. Poulson moved to pass the bill out favorably. The motion passed with Rep. Nielson voting in opposition and Rep. Hughes and Rep. Last absent for the vote.

Chair Gibson assumed the chair.


H.B. 43    Data Collection on Military Children in Public Schools (Rep. L. Hemingway)

Rep. Hemingway explained H.B. 43 to the committee.

MOTION:    Rep. Cunningham moved to move to the next item on the agenda. The motion

passed unanimously with Rep. Poulson and Rep. Powell absent for the vote.


H.B. 45    In-state Tuition for Military Servicemenbers and Veterans (Rep. C. Oda)

Rep. Oda explained H.B. 45 to the committee, assisted by Mr. Brian Garrett, Military Affairs         Committee.

Ms. Darlene Head, Manager, Veterans Services, spoke for the bill.    

MOTION:    Rep. Peterson moved to pass the bill out favorably. The motion passed unanimously with Rep. Poulson absent for the vote.
