Chair Gibson called the meeting to order at 4:10 p.m.

MOTION:    Rep. McCay moved to approve the minutes of the February 7, 2014 meeting. The motion passed unanimously with Rep.Hughes, Rep. Last, and Rep. Gibson absent for the vote.

H.B. 81    Parental Review of Statewide Summative Test Questions (Rep. M. Kennedy)

Rep. Kennedy explained the bill.

MOTION:    Rep. Lifferth moved to amend the bill as follows:

1.    Page 2, Lines 43 through 44 :    

             43          (3) The State Board of Education shall allow a parent or guardian access to summative
             44      test questions
  :

    (a)  
at least 90 days before the test is administered      {   .   }        ; and


    (b) in the same manner and under the same conditions that test questions are reviewed by the committee established under Section 53A-1-603.  
    


The motion pass unanimously with Rep. Eliason, Rep. Hughes, Rep. McCay, Rep. Nielson, Rep. Poulson, Rep. Sanpei, and Rep. Snow absent for the vote.

H.B. 249    Grants for Digital Textbooks (Rep. J. Anderegg)

Rep. Anderegg explained the bill.

MOTION:    Rep. Lifferth moved to pass the bill out favorably. The motion passed with Rep. Arent, Rep. Moss, Rep. Nielson, Rep. Poulson, and Rep. Powell voting against the bill.

Vice Chair Snow assumed the chair.

H.B. 221    School Community Council Revisions (Rep. R. Cunningham)

MOTION:
    Rep. Cunningham moved to amend the bill as follows:

1.    Page 1, Lines 12 through 13 :    

             12          .    changes the deadline for an election for the parent or guardian members of a school
             13      community council
{   to September 20   } ;


2.    Page 4, Line 119 through Page 5, Line 121 :    

             119          (B) An election for the parent or guardian members of a school community council
             120      shall be held near the beginning of the school year
{   and completed before [October 15]

             121      September 20  
}
or held in the spring and completed before the last week of school.

The motion passed unanimously with Rep. Hughes, Rep. Moss, and Rep. Gibson absent for the vote.

Rep. Nielson explained the bill.

MOTION:    Rep. Peterson moved to adjourn. Chair Snow adjourned the meeting at 6:10 p.m. with Rep. Eliason, Rep. Hughes, Rep. Last, Rep Moss, and Rep. Gibson absent for the vote.
