Chair Gibson called the meeting to order at 8:05 a.m.

MOTION:    Rep. Lifferth moved to approve the minutes of the February 26, 2014 meeting. The motion passed unanimously with Rep. Eliason, Rep. McCay, Rep. Moss, and Rep. Powell absent for the vote.

H.B. 150    Science, Technology, Engineering, and Mathematics Amendments (Rep. V. Peterson)

Rep. Peterson explained the bill, assisted by Stan Lockhart, Chairman, Prosperity 2020 STEM Education Initiative. Mr. Lockhart presented a video.

MOTION:    Rep. Hughes moved to replace H.B. 150 with 1st Sub. H.B. 150. The motion passed unanimously with Rep. Eliason and Rep. McCay absent for the vote.

MOTION:    Rep. Cunningham moved to pass the bill out favorably. The motion passed unanimously with Rep. Eliason absent for the vote.

H.B. 307    Public Education Funding Task Force (Rep. J. Bird)


Rep. McCay, substituting for Rep. Bird, explained the bill.

MOTION:    Rep. McCay moved to amend the bill as follows:

1.    Page 3, Lines 60 through 65 :    

             60          
{   (b) imposing impact fees on new development to mitigate the cost of new school

             61      buildings;
             62          (c)  
}
  (b)       equity for taxpayers throughout the state in paying for public education;

             63          
{   (d)   }        (c)       alternatives for enhancing funding for public education;

             64          
{   (e)   }        (d)       indexing state funding for public education to the funding of other states; and

             65          
{   (f)   }        (e)       linking funding to outcomes in public education.


The motion passed unanimously with Rep. Peterson absent for the vote.

MOTION:    Rep. Lifferth moved to hold the bill. The motion failed with Rep. Lifferth, Rep. Moss, and Rep. Poulson voting for the motion. Rep. Peterson was absent for the vote.

MOTION:    Rep. Cunningham moved to pass the bill out favorably. The motion passed with Rep. Moss, Rep. Nielson, and Rep. Poulson voting against the motion. Rep. Peterson was absent for the vote.    

H.B. 153    Study on Contribution and Credit for Education Funding (Rep. K. Christofferson)

Rep. Christofferson explained the bill, assisted by Dean Duncan, CPA.

MOTION:    Rep. Eliason moved to pass the bill out favorably. The motion passed unanimously with Rep. Peterson and Rep. Sanpei absent for the vote.

MOTION:    Rep. Eliason moved to place the bill on the Consent Calendar. The motion passed unanimously with Rep. Peterson and Rep. Sanpei absent for the vote.

MOTION:    Rep. McCay moved to adjourn. The motion passed unanimously. Chair Gibson adjourned the meeting at 9:45 p.m.
