Vice Chair Cunningham called the meeting to order at 2:06 p.m.

MOTION:    Rep. Edwards moved to approve the minutes of the February 10, 2014 meeting. The motion passed unanimously with Rep. Nelson absent for the vote.

H.B. 313    Veterans' and Military Affairs Commission (Rep. P. Ray)

MOTION:    Rep. Oda moved to amend H.B. 313 as follows:

1.    Page 2, Line 50 through Page 3, Line 81 :    

             50          (2) The commission membership is composed of
{   16   }        18       permanent members, but may not

             51      exceed 23 members, and is as follows:

             70          (i) a representative from the Utah National Guard appointed by the adjutant general;
             71          (j) the
{   Employment Services for Guard and Reserve   } Transition Assistance Advisor;

             72          (k) a representative from the Board of Regents;
{   and   }

             73          (l) a representative from an association of local governments appointed jointly by the
             74      speaker of the House of Representatives and the president of the Senate
  ;

    (m) a representative of the Utah Defense Alliance; and


    (n) a military affairs representative of a chamber of commerce  
.

             75          (3) The commission may appoint by majority vote of the entire commission up to
             76     
{   seven   }        five       additional representatives the commission considers necessary to complete its duties,

     including:
             78          (a) one representative from the Utah military industry;
             79          (b) one military affairs representative from a chamber of commerce; and
             80          (c) five representatives of

  from       state and local government agencies, veterans' organizations,

             81      or interest groups.
The motion passed unanimously with Rep. Nelson absent for the vote.

Rep. Ray explained the bill to the committee assisted by Brian Garrett, Top of Utah Military Affairs Committee.

MOTION:    Rep. Greenwood moved to pass out favorably H.B. 313. The motion passed unanimously.

H.B. 321    Refugee Services Coordination Amendments (Rep. R. Menlove)

Rep. Menlove explained the bill to the committee assisted by Gerald Brown, Department of Workforce Services, Refugee Services Office.

MOTION:    Rep. Edwards moved to pass out favorably H.B. 313. The motion passed unanimously with Rep. Bird absent for the vote.

MOTION:    Rep. Hemingway moved to place H.B. 313 on the Consent Calendar. The motion passed unanimously with Rep. Bird absent for the vote.

MOTION:    Rep. Greenwood moved to adjourn. The motion passed unanimously with Rep. Bird absent for the vote.

Vice Chair Cunningham adjourned the meeting at 2:47 p.m.
