Chair Edwards called the meeting to order at 9:10 a.m.

MOTION:    Rep. Wilson moved to approve the minutes of the February 12, 2014 meeting. The motion passed unanimously with Rep. Greenwood and Rep. Oda absent for the vote.

H.B. 90    Women in the Economy Commission (Rep. J. Seelig)

Rep. Seelig explained the bill assisted by Carrie Mayne, Director, Workforce Research, Utah Department of Workforce Services.

MOTION:    Rep. Hemingway moved to amend the bill as follows:

1.    Page 3, Line 68 :    

             68          (vi) one individual with managerial experience with
{   labor unions   }        organized labor       .


2.    Page 3, Lines 69 through 81 :    

             69          (3)
{   (a) A member appointed under Subsection (2)(f) shall serve for a four-year term.

             70          (b) Notwithstanding the term requirements of Subsection (3)(a), the governor

may
             71      adjust the length of the commission members' terms to ensure that the terms are staggered so
             72      that approximately one-half of the members are appointed under Subsection (2)(f) each year.

{   (c)   }        (a)       When a vacancy occurs in a position appointed by the governor under Subsection

             74      (2)(f), the governor shall appoint a person to fill the vacancy
{   for the unexpired term of the

{   (d)   }        (b)       Members appointed under Subsection (2)(f) may be removed by the governor for

             77      cause.

{   (e)   }        (c)       A member appointed under Subsection (2)(f) shall be removed from the

             79      commission and replaced by the governor if the member is absent for three consecutive
             80      meetings of the commission without being excused by the chair of the commission.

{   (f)   }        (d)       A member serves until the member's successor is appointed and qualified.

The motion passed unanimously with Rep. Greenwood and Rep. Oda absent for the vote.

MOTION:    Rep. Bird moved to amend the amendment as follows:

S.B. 41    State Tree Change (Sen. R. Okerlund) (Rep. B. Wilson)

Sen. Okerlund explained the bill assisted by Dr. Paul Rogers, Utah State University, College of Natural Resources, who distributed a handout titled "Utah S.B. 41, State Tree Change to Quaking Aspen."

Spoke to the bill:        Kim Powell, citizen

Spoke against the bill:    Colleen Thistle, citizen

MOTION:    Rep. Wilson moved to pass the bill out favorably. The motion passed unanimously.

Rep. Wilson assumed the chair.




H.B. 94    Workers' Compensation and Home and Community Based Services (Rep. R. Edwards)


Rep. Edwards explained the bill assisted by Deborah Bowman, Chair, Utah Developmental Disabilities Council.

MOTION:    Rep. Last moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Bird moved to adjourn. Rep. Wilson adjourned the meeting at
10:15 a.m.
