Chair Draxler called the meeting to order at 2:07 p.m.

MOTION:    Rep. Perry moved to approve the minutes of the February 6, 2014 meeting. The motion passed unanimously with Rep. Mathis and Rep. Powell absent for the vote.

H.B. 60    Interlocal Entity Service Prohibition (Rep. R. C. Webb)

This bill was not considered.

Chair Draxler relinquished the chair to Rep. Grover.

H.B. 99    County Officer Election Revisions (Rep. J. Draxler)

Rep. Draxler explained the bill to the committee.

MOTION:    Rep. Chavez-Houck moved to amend the bill as follows:

MOTION:    Rep. Fisher moved to pass the bill out favorably. The motion passed unanimously.

S.B. 17    Water and Irrigation Amendments (Sen. M. Dayton) (Rep. K. Grover)

Sen. Dayton explained the bill to the committee. The handout, "SB17 Water and Irrigation Amendments", was distributed to the committee.

MOTION:    Rep. Grover moved to pass the bill out favorably. The motion passed unanimously with Rep. Powell absent for the vote.

MOTION:    Rep. Mathis moved to place the bill on the consent calendar. The motion failed with Rep. Fisher voting in opposition.

S.B. 24    Amendment to Procurement Code Exemptions (Sen. M. Dayton) (Rep. K. Grover)

Sen. Dayton explained the bill with the assistance of Dick Buehler, former director of Utah Division of Forestry, Fire and State Lands.

MOTION:    Rep. Fisher moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Chavez-Houck moved to place the bill on the consent calendar. The motion passed unanimously.


S.B. 11    Election Offense Amendments (Sen. M. Dayton) (Rep. B. King)


Sen. Dayton explained the bill to the committee.

MOTION:    Rep. Powell moved to pass the bill out favorably. The motion passed unanimously.

S.B. 21    State Construction Code Amendments (Sen. M. Dayton) (Rep. K. Grover)

Sen. Dayton explained the bill.

MOTION:    Rep. Grover moved to replace S.B.21 with 1st Substitution SB21. The motion passed unanimously.

MOTION:    Rep. Mathis moved to amend the bill as follows:
