Chair Draxler called the meeting to order at 8:17 a.m.

MOTION:    Rep. Perry moved to approve the minutes of the February 10, 2014 meeting. The motion passed unanimously.

H.B. 120    Continuing Education on Federalism (Rep. K. Ivory)

Rep. Ivory introduced the bill. The handouts, "The States are Separate and Independent Sovereigns: Sometimes They Have to Act Like It", "States are the Solution", and an untitled bookmark produced by the American Lands Council, were distributed to the committee.

MOTION:    Rep. Perry moved to pass the bill out favorably. The motion passed with Rep. Chavez-Houck voting in opposition.     

H.B. 196    Fleet Management Amendments (Rep. E. Hutchings)

Rep. Hutchings introduced the bill.

MOTION:    Rep. Ivory moved to amend the bill as follows:


1.    Page 1, Line 25 through Page 2, Line 28 :    

             25          67-5-23.
{   Personal use   }        Use       of state vehicles for law enforcement

officers.


             26          The attorney general may authorize [up to 28] law enforcement officers, as defined
             27      under Section 53-13-103 , who are employees in the Office of the Attorney General to use a
             28      state issued vehicle for official and
{   personal   }        commuter       use.


The motion passed unanimously.

Sen. Okerlund explained the bill.

MOTION:    Rep. Perry moved to pass the bill out favorably. The motion passed unanimously with Rep. Ivory absent for the vote.

H.B. 60    Interlocal Entity Service Prohibition (Rep. R. C. Webb)

This bill was not considered.

Rep. Draxler relinquished the chair to Rep. Grover.

S.B. 105    Financial Disclosure Reporting Amendments (Sen. M. Dayton) (Rep. J. Draxler)

Rep. Draxler explained the bill with the assistance of Justin Lee, Lieutenant Governor's Office.

MOTION:    
Rep. Perry moved to pass the bill out favorably. The motion passed unanimously with Rep. Ivory absent for the vote.

MOTION:    Rep. Noel moved to place the bill on the consent calendar. The motion passed unanimously with Rep. Ivory absent for the vote.

Sen. Dayton explained the bill with the assistance of Justin Lee, Lieutenant Governor's Office.

MOTION:    Rep. Fisher moved to pass the bill out favorably. The motion passed unanimously with Rep. Ivory absent for the vote.

MOTION:    Rep. Grover moved to adjourn the meeting. The motion passed unanimously with Rep. Ivory absent for the vote.
