(iii) an insurance company, as defined in Section 67-4a-102, or an agent, employee,

(b) Notwithstanding Subsection (4), a person may sell or provide the list of
registered

voters, or information obtained from the list of registered voters, to a qualified person if
the

person selling or providing the list, or information obtained from the list:

(i) ensures, using industry standard security measures, that the list, or information

obtained from the list, may not be accessed by a person other than a qualified person; and

(ii) verifies that the list, or information obtained from the list, will only be used by:

(A) the qualified person
to verify the accuracy of personal information
submitted by an individual or
to confirm the identity of a person in order to prevent
fraud,

waste, or abuse; or

(B) a person described in Subsection (6)(a)(i).
(7) Subsection (6) does not permit a person to provide the list of registered voters
or information obtained from the list of registered voters to the general public in
any form or manner.
