Chair Ray called the meeting to order at 2:10 p.m.

MOTION:    Rep. Chavez-Houck moved to approve the minutes of February 12, 2014. The motion passed unanimously with Rep. Cosgrove and Rep. Menlove absent for the vote.

H.B. 286    Child Sexual Abuse Prevention (Rep. A. Romero)

MOTION:    Rep. Chavez-Houck moved to replace H.B. 286 with 1st Substitute H.B. 286,         Child Sexual Abuse Prevention. The motion passed unanimously with Rep.         Cosgrove and Rep. Menlove absent for the vote.

Rep. Romero explained the bill to the committee and distributed a letter from Edward and Elizabeth Smart.

MOTION:    Rep. Cosgrove moved to pass the bill out favorably.

SUBSTITUTE
MOTION:    Rep. Chavez-Houck moved to hold the bill. The substitute motion passed unanimously.

H.B. 318    Rights of Parents and Children Amendments (Rep. L. Christensen)

Rep. Christensen explained the bill to the committee.

Spoke to the bill:    Ms. Liz Knight, Director, Office of Guardian ad Litem
            Mr. Brent Platt, Director, Division of Child and Family Services, Department of Human Services
Spoke for the bill:    Mr. Josh Daniels, Libertas Institute

Chair Ray announced that the Office of Guardian ad Litem, the Administrative Office of the Courts, and the Office of the Attorney General will be invited to explain the fiscal note for H.B. 318 at the committee's Friday 8:00 a.m. meeting.

MOTION:    Rep. Christensen moved to amend the bill as follows:

1.    Page 3, Line 71 :    

             71      whether termination of parental rights shall be ordered.
    
  (10) A child may not be required or compelled to testify in a jury trial under this section.      


SUBSTITUTE
MOTION:    Rep. Menlove moved to amend the bill as follows:

1.    Page 3, Line 71 :    

             71      whether termination of parental rights shall be ordered.
  (10)    A child may not testify in a jury trial under this section.      


Rep. Menlove withdrew her motion.

SUBSTITUTE
MOTION:
    Rep. Redd moved to adjourn the meeting. The motion passed unanimously with Rep. Cosgrove absent for the vote.


Chair Ray adjourned the meeting at 5:00 p.m.
