Chair Ray called the meeting to order at 9:15 a.m.

MOTION:    Rep. Cosgrove moved to approve the minutes of the March 3, 2014 meeting. The motion passed unanimously with Rep. Barlow absent for the vote.

1st Sub. H.B. 418    Rights of Grandparents to Child Visitation (Rep. L. Christensen)

Rep. Christensen explained the bill to the committee.

Spoke to the bill:        Mr. Stewart Ralphs, Legal Aid Society of Salt Lake

Spoke against the bill:    Ms. Laurianne Thorpe, foster parent
                Ms. Liz Knight, Office of Guardian ad Litem
                Ms. Jacci Graham, Children's Service Society

MOTION:    Rep. Barlow moved to pass the bill out favorably. The motion passed with Rep.Chavez-Houck, Rep. Cosgrove, Rep. Menlove, and Rep. Redd voting in opposition.

MOTION:    Rep. Chavez- Houck moved to adjourn the meeting. The motion passed unanimously.

Chair Ray adjourned the meeting at 10:00 a.m.
