Chair Oda called the meeting to order at 8:10 a.m.

MOTION:    Rep. Ray moved to approve the minutes of the February 6, 2014 meeting. The motion passed unanimously with Rep. Greenwood, Rep. Grover, Rep. Ipson, Rep. Layton, and Rep. Redd absent for the vote.

H.B. 301    Concealed Weapon Permit for Servicemembers (Rep. V. Peterson)

Rep. Peterson explained the bill to the committee.

MOTION:    Rep. Ray moved to pass the bill out favorably. The motion passed unanimously with Rep. Greenwood, Rep. Grover, Rep. Ipson, Rep. Layton, and Rep. Redd absent for the vote.

H.B. 212    DNA Collection Amendments (Rep. S. Eliason)

Rep. Eliason explained the bill to the committee with the assistance of Paul Cassell, professor, University of Utah, College of Law.

Rep. Eliason distributed the following handouts: "Innocence Project", "DNA Saves", a letter from New Mexico State Governor Susana Martinez, and a letter from Professor Paul Cassell.

Sen. Thatcher explained the bill to the committee.

MOTION:    Rep. Ray moved to pass the bill out favorably. The motion passed unanimously.

S.B. 29    Controlled Substance Database Amendments (Sen. A. Christensen)

Sen. Christensen explained the bill to the committee.

Spoke for the bill:    Sherrie Reeder, Washington City Youth Council

MOTION:    Rep. Redd moved to pass the bill out favorably. The motion passed unanimously.

Rep. Stratton distributed to the committee "Utah Sentencing Commission, Statutory Penalty Structure", which lists the incarceration and statutory fines for each sentencing structure.

MOTION:    Rep. Grover moved to adjourn the meeting. The motion passed unanimously.

Chair Oda adjourned the meeting at 9:25 a.m.
