Vice Chair Greenwood called the meeting to order at 2:10 p.m.

MOTION:    Rep. Oda moved to approve the minutes of the February 19, 2014 meeting. The motion passed unanimously with Rep. Grover, Rep. Ipson, Rep. Ray, Rep. Redd, Rep. Seelig, and Rep. Stratton absent for the vote.

H.B. 322    Protection of Activities in Private Vehicles (Rep. C. Oda)

Rep. Oda explained the bill to the committee.

MOTION:    Rep. Oda moved to amend the bill as follows:

1.    Page 2, Lines 45 through 49 :    

             45          (i) alternative parking for [individuals who desire] an individual who desires to
             46      transport, possess, receive, transfer, or store a firearm in the individual's motor vehicle [at] that:
             47          (A) imposes no additional cost [to] on the individual; [or] and
             48          (B) is
{   not located on a public right-of-way, including a street, highway, avenue,

             49      boulevard, parkway, road, lane, alley, or bridge  
}
  in a location that is legal and safe for parking       ; or



The motion to amend passed unanimously with Rep. Grover, Rep. Ipson, Rep. Ray, Rep. Redd, Rep. Seelig and Rep. Stratton absent for the vote.

MOTION:    Rep. Oda moved to pass the bill out favorably. The motion passed unanimously with Rep. Grover, Rep. Ipson, Rep. Ray, Rep. Seelig, and Rep. Stratton absent for the vote.

H.B. 124    Expungement of Administrative Disciplinary Action (Rep. B. Greene)

Rep. Greene explained the bill to the committee.

MOTION:    Rep. Oda moved to amend the bill as follows:

1.    Page 2, Lines 46 through 49 :    

             46          (1) (a) "Disciplinary action" means, subject to the limitations described in Section
             47      63G-4-102 , state agency action against the interest of an individual
{   that determines   }        relating to       a legal

             48      right, duty, privilege, immunity, or other legal interest of an individual, including agency action
             49      to deny, revoke, suspend, modify, annul, withdraw, or amend an authority, right, or license.

2.    Page 2, Line 58 through Page 3, Line 60 :    

             58          (3)
  (a)       "Expunge" means to      {   seal or otherwise   } prevent public access to agency records

             59      regarding the agency's disciplinary action against an eligible petitioner
  , including preventing public access via an electronic database       .

  (b) "Expunge" does not preclude the release of agency records in response to a records request made in accordance with Title 63G, Chapter 2, "Government Records Access and Management Act."      

             60          (4) "Qualifying record" means a record of an agency regarding disciplinary action that

H.B. 343    Purchase of Correctional Industry Goods and Services (Rep. K. Christofferson)

Rep. Christofferson explained the bill to the committee.

MOTION:    Rep. Seelig moved to proceed to the next item on the agenda. The motion passed unanimously with Rep. Wheatley absent for the vote.

H.B. 105    Plant Extract Amendments (Rep. G. Froerer)

MOTION:
    Rep. Ipson moved to replace H.B. 105 with 2nd Sub. H.B. 105. The motion passed unanimously with Rep. Wheatley absent for the vote.

Rep. Froerer explained the bill to the committee with the assistance of Annette Maughn, Epilepsy Association of Utah. A power point presentation was shown.

Rep. Froerer distributed the handout "HB1105 Talking Points - Hemp Extract Registration Act"

MOTION:    Rep. Oda moved to pass the bill out favorably. The motion passed with Rep. Ray and Rep. Redd voting in opposition. Rep. Ipson was absent for the vote.




H.B. 276    Disorderly Conduct Amendments (Rep. P. Ray)

At the request of the sponsor, this bill was not considered.

MOTION:
    Rep. Oda moved to adjourn the meeting. The motion passed unanimously with Rep. Ipson absent for the vote.

Vice Chair Greenwood adjourned the meeting at 4:15 p.m.
