Rep. Peterson called the meeting to order at 4:04 p.m.

MOTION:    Rep. Cox moved to amend the minutes of the February 4, 2014 meeting by correcting the spelling of the word 'committee.' The motion passed unanimously with Rep. Dunnigan, Rep. Hall, and Rep. Seelig absent for the vote.

MOTION:    Rep. Cox moved to approve the minutes of the February 4, 2014 meeting as corrected. The motion passed unanimously with Rep. Dunnigan, Rep. Hall, and Rep. Seelig absent for the vote.

H.B. 260    Local School Board Candidate Reporting Amendments (Rep. K. Powell)

Rep. Powell explained the bill to the committee.

MOTION:    Rep. Westwood moved to pass H.B. 260 out favorably. The motion passed unanimously with Rep. Dunnigan, Rep. Hall, and Rep. Seelig absent for the vote.

H.B. 29    County Recorder Index Amendments (Rep. R. C. Webb)

Rep. Webb explained the bill to the committee.

MOTION:    Rep. Poulson moved to pass H.B. 29 out favorably. The motion passed              unanimously with Rep. Hall and Rep. Seelig absent for the vote.    

H.B. 16    Wrongful Lien Amendments (Rep. R. C. Webb)

Rep. Webb explained the bill to the committee.

MOTION:    
Rep. Webb moved to amend the bill as follows:

1.    Page 4, Lines 92 through 93 :    

             92          (c) is submitted in relation to
{   an action taken by a public official in   } the public official's

             93     
  status or       capacity as a public official.


2.    Page 4, Lines 99 through 116 :    

             99          (8) "Public official" means:
  (a)    a current or former:      

             100          
{   (a) a   }        (i)       member of the Legislature;

{   (b) a   }        (ii)       member of Congress;

{   (c) a   }        (iii)       judge;

             103          
{   (d) a   }        (iv)       member of law enforcement;

{   (e) a   }        (v)       corrections officer;        or

{   (f) an   }        (vi)       active member of the Utah State Bar;

{   (g)   }        (b)       an individual        currently or previously       appointed or elected to an elected position in:

             107          (i) the executive branch of state or federal government; or

The motion passed unanimously with Rep. Hall and Rep. Seelig absent for the vote .

MOTION:    Rep. Roberts moved to pass H.B. 16 out favorably as amended. The motion         passed with Rep. Cox voting in opposition. Rep. Hall was absent for the vote.

MOTION:    Rep. Poulson moved to adjourn. The motion passed unanimously with Rep. Hall absent for the vote.

Rep. Peterson adjourned the meeting at 4:59 p.m.
