Chair Anderson called the meeting to order at 8:08 a.m.

MOTION:    Rep. Lifferth moved to approve the minutes of the February 10, 2014 meeting. The motion passed unanimously with Rep. Sanpei and Rep. Tanner absent for the vote.

H.B. 101    Roadway and Sidewalk Safety Amendments (Rep. J. Nielson)

Rep. Nielson explained the bill to the committee
    
MOTION:    Rep. Knotwell moved to amend the bill as follows:


1.    Page 3, Lines 70 through 71 :    

             70          (g) The state, a county, or a municipality may grant a person a temporary exemption
             71      from this Subsection (4) by written authorization for a specified location or time.
      (h) nothing in this section prohibits a temporary spontaneous demonstration.      


The motion passed unanimously with Rep. Sanpei and Rep. Tanner absent for the vote.

    Rep. Lifferth moved to hold H.B. 101 as amended. The motion failed with Rep. Knotwell, Rep. Lifferth, and Rep. Moss voting in favor of the motion.

MOTION:    Rep. Tanner moved to pass H.B. 101 out favorably as amended. The motion passed with Rep. Fisher, Rep. Knotwell, Rep. Lifferth, and Rep. Moss voting in opposition.

H.B. 214    Special Group License Plate Amendments (Rep. P. Ray)

Rep. Ray explained the bill to the committee.

Spoke for the bill:    Jay Francis, Larry H. Miller Group

MOTION:    Rep. Fisher moved to pass H.B. 215 out favorably. The motion passed unanimously.

H.B. 281    Motorcycle Amendments (Rep. C. Hall)

Rep. Hall explained the bill to the committee and provided a handout titled "Lane Splitting on California Freeways."

H.B. 278    Highway Construction Bid Limit Reduction (Rep. S. Handy)

Rep. Handy explained the bill to the committee.

MOTION:    Rep. Lifferth moved to pass H.B. 278 out favorably.

SUBSTITUTE
MOTION:    Rep. Tanner moved to hold H.B. 278. The motion failed with Rep. Fisher, Rep. Moss, and Rep. Tanner voting in favor of the motion. Rep. Sanpei was absent for the vote.

The original motion passed with Rep. Fisher and Rep. Tanner voting in opposition. Rep. Sanpei was absent for the vote.

MOTION:    Rep. Knotwell moved to adjourn. The motion passed unanimously with Rep. Sanpei absent for the vote.

Chair Anderson adjourned the meeting at 9:58 a.m.
