proposes the following amendments:
1. Page
1, Line 19 through Page 2, Line 26

. provides that copies of adoption documents, relating to an adoption finalized on or

after January 1, 2015, shall be made available for inspection:

. by an adult
adoptee or a
party to the adoption proceeding, unless the birth mother
specifies
22
otherwise; or
23
. as otherwise provided in Title 78B, Chapter 6, Part 1, Utah Adoption Act;
24
. provides that a birth mother may elect to make additional information, including an
25
updated medical history, available for inspection by
an adult adoptee or
a party to the adoption
26
proceeding;

(3) (a) Except as provided in Subsection (3)(b), for an adoption finalized on or after
