Representative Susan Duckworth proposes the following amendments:

1.    Page 1, Lines 13 through 15 :

{       Section 2. Section 4-31-120 is enacted to read:

             43          4-31-120. Study -- Disposal of dead horses.
             44          The College of Agriculture and Applied Sciences at Utah State University shall:
             45          (1) conduct a study of the disposal of dead domestic horses, including:
             46          (a) whether domestic horse owners in the state have difficulty disposing of their dead
             47      domestic horses;
             48          (b) an estimate of:
             49          (i) the total number of live domestic horses in the state;
             50          (ii) the current number of live domestic horses that owners need to dispose of in the
             51      state; and
             52          (iii) the projected number of domestic horses that will annually need to be disposed of
             53      in the state;
             54          (c) the options for disposal in the state and how those options differ in different parts of
             55      the state;
             56          (d) the potential economic cost and benefit of establishing dead horse processing or
             57      disposal facilities in the state; and
             58          (e) the potential environmental impact of disposal on water quality and ways to
             59      mitigate that impact; and
             60          (2) report the findings of the study required under Subsection (1), along with any
             61      recommended legislation, to the Natural Resources, Agriculture, and Environment Interim
             62      Committee by November 30, 2015.


             63          Section 3. Section 63I-2-204 is amended to read:
             64          63I-2-204. Repeal dates -- Title 4.

4-31-120 is repealed November 30, 2015.   }
