Representative Dana L. Layton proposes the following amendments:

1.    Page 1, Lines 20 through 22 :    

             20          .    directs the State Board of Education to take into consideration the comments and
             21      recommendations of a standards review committee in
{   revising   }        adopting       core curriculum

             22      standards.

2.    Page 2, Lines 53 through 54 :    

             53          (b) mathematics, including basic computational skills.
 

    (4) Before adopting core curriculum standards, the State Board of Education shall:
    (a) publicize draft core curriculum standards on the State Board of Education's website and the Utah Public Notice website created under Section 63F-1-701;
    (b) invite public comment on the draft core curriculum standards for a period of not less than 90 days; and
    (c) conduct three public hearings that are held in different regions of the state on the draft core curriculum standards.

    (c) At least one year before the board takes formal action to adopt new core curriculum standards, the board shall establish a standards review committee as required by Subsection (1)(b).
    (d) A standards review committee shall meet at least twice during the time period described in Subsection (c).

             95          (4) The membership of a standards review committee consists of:
             96          (a)
{   10   }        seven       individuals, with expertise in the subject being reviewed, appointed by the board

             97      chair, including teachers, business representatives, faculty of higher education institutions in
             98      Utah, and others as determined by the board chair;
             99          (b)
{   7   }        five       parents or guardians of public education students appointed by the speaker of the

             100      House of Representatives; and
             101          (c)
{   7   }        five       parents or guardians of public education students appointed by the president of

             102      the Senate.

8.    Page 4, Lines 106 through 109 :    

             106          (7) Among the criteria a standards review committee shall consider when reviewing
             107      core curriculum standards
{   are:

             108          (a) preparing a student for college level work without remediation; and
             109          (b)

  is       giving students an adequate foundation to        successfully       pursue        college,       a career        , or whatever a student plans to do after high school       .


9.    Page 4, Lines 112 through 113 :    

             112          (9) The board shall take into consideration the comments and recommendations of a
             113      standards review committee in
{   revising   }        adopting       core curriculum standards.       

    (10)(a) Nothing in this section prohibits the board from amending or adding individual core curriculum standards as the need arises in the board's ongoing responsibilities.
    (b) If the board makes changes as described in Subsection (10)(b), the board shall include the changes in the annual report the board submits to the Education Interim Committee under Section 53A-1-402.6.
