8 General Description:
9 This bill provides for online test preparation programs to prepare students for Advanced
10 Placement exams.
11 Highlighted Provisions:
12 This bill:
13 ▸ requires the State Board of Education to contract with a provider, selected through a
14 request for proposals process, to provide an online program to prepare students for
15 taking Advanced Placement exams; and
16 ▸ requires the State Board of Education, school districts, and charter schools to make
17 an online test preparation program for Advanced Placement exams available to
18 students who take Advanced Placement courses.

30 Be it enacted by the Legislature of the state of Utah:
31 Section 1. Section 53A-15-1501 is enacted to read:

33 53A-15-1501. Online program to prepare students for taking Advanced
34 Placement exams.
35 (1) As used in this section, "Advanced Placement exam" means an exam that a high
36 school student takes at the end of an Advanced Placement course to qualify for college credit.
37 (2) The State Board of Education shall contract with a provider, selected through a
38 request for proposals process, to provide an online program to prepare students to take
39 Advanced Placement exams.
40 (3) An online test preparation program described in Subsection (2):
41 (a) (i) shall allow a student to independently access online materials and learn at the
42 student's own pace; and
43 (ii) may be used to provide classroom and teacher-assisted instruction; and
44 (b) shall provide online study materials, diagnostic exams, drills, and practice tests in
45 an approach that is engaging to high school students.
46 (4) The State Board of Education, schools, and charter schools shall make the online
47 test preparation program available to students who take Advanced Placement courses.
48 Section 2. Appropriation.
49 Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
50 the fiscal year beginning July 1, 2015, and ending June 30, 2016, the following sums of money
51 are appropriated from resources not otherwise appropriated, or reduced from amounts
52 previously appropriated, out of the funds or accounts indicated. These sums of money are in
53 addition to any amounts previously appropriated for fiscal year 2016.

59 Section 3. Effective date.
60 (1) Except as provided in Subsection (2), this bill takes effect on May 12, 2015.
61 (2) Section 2, Appropriation, takes effect on July 1, 2015.
