7     LONG TITLE
8     General Description:
9          This bill modifies the Recreational Trails Code by adding duties related to historic
10     trails.
11     Highlighted Provisions:
12          This bill:
13          ▸     defines "historic trail";
14          ▸     requires the Division of Parks and Recreation to develop plans and
15     recommendations regarding historic trails within the state; and
16          ▸     requires the division to report recommendations and cost estimates to maintain and
17     improve historic trails.

26     Be it enacted by the Legislature of the state of Utah:
27          Section 1. Section 79-5-104 is enacted to read:
28          79-5-104. Historic trails -- Inventory -- Development of historic trail system --
29     Report.
30          (1) (a) As used in this section, "historic trail" means a trail in the state that pioneers
31     followed while immigrating to the Salt Lake Valley and other areas of the state during the
32     mid-nineteenth century.
33          (b) "Historic trail" may include a recreational trail.
34          (2) The division shall:
35          (a) develop plans and recommendations to develop a historic trail system throughout
36     the state that:
37          (i) provides for outdoor recreation needs;
38          (ii) facilitates access to, travel within, and enjoyment of historic places; and
39          (iii) integrates with a recreational trail network in the state; and
40          (b) coordinate the planning and development of historic trails with:
41          (i) federal land management agencies;
42          (ii) local governments;
43          (iii) private landowners;
44          (iv) state agencies; and
45          (v) interested organizations.
46          (3) The division shall prepare and submit by November 1, 2015, an initial written
47     report to the Natural Resources, Agriculture, and Environment Interim Committee that includes
48     recommendations and cost estimates for maintaining and improving historic trails to allow
49     public enjoyment of the trails and to encourage public appreciation of Utah pioneer history.
