8 General Description:
9 This joint resolution of the Legislature approves the proposed land exchange between
10 the state of Utah and the United States government as depicted in the map entitled
11 "Utah Test and Training Range Expansion Land Exchange" dated February 12, 2015.
12 Highlighted Provisions:
13 This resolution:
14 ▸ approves the proposed land exchange between the state of Utah and the United
15 States Government as depicted in the map entitled "Utah Test and Training Range
16 Expansion Land Exchange," dated February 12, 2015, and on file with the School
17 and Institutional Trust Lands Administration.

21 Be it resolved by the Legislature of the state of Utah:
22 WHEREAS, Subsection 63L-2-201(2) of the Utah Code requires legislative approval
23 before a state agency may legally bind the state by executing an agreement to sell or transfer to
24 the United States government 10,000 or more acres of any state lands or school and
25 institutional trust lands;
26 WHEREAS, the proposed expansion of the Utah Test and Training Range will capture
27 within the expansion approximately 68,057 acres of school and institutional trust lands,
28 together with approximately 10,280 acres of severed mineral interests;
29 WHEREAS, the School and Institutional Trust Lands Administration is seeking federal
30 legislation authorizing the state of Utah to exchange school and institutional trust lands and
31 severed mineral interests located adjacent to the Utah Test and Training Range, as expanded,
32 for approximately 90,556 acres of federal land and mineral interests;
33 WHEREAS, the federal legislation would also authorize the exchange of state trust
34 lands and mineral interests trapped within the Cedar Mountains Wilderness, and would provide
35 for the conveyance of school and institutional trust lands within certain conservation areas in
36 Washington County in order to equalize the value of state and federal lands contained in the
37 exchange; and
38 WHEREAS, the legislation would exchange school and institutional trust lands that are
39 currently scattered in small parcels for lands with greater economic development potential that
40 could be more efficiently managed and administered for the benefit of the trust land
41 beneficiaries and the state's economy as a whole:
42 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
43 approves the proposed land exchange between the state of Utah and the United States
44 government as depicted in the map entitled "Utah Test and Training Range Expansion Land
45 Exchange," dated February 12, 2015, and on file with the School and Institutional Trust Lands
46 Administration.
47 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Secretary of
48 the Air Force, the Secretary of the Army, the Commander of the National Guard of the United
49 States, the Utah National Guard, the United States Secretary of the Interior, the Department of
50 Defense, the Bureau of Land Management, the Utah Department of Natural Resources, the
51 Utah Division of Wildlife Resources, the Utah School and Institutional Trust Lands
52 Administration, Hill Air Force Base, Hill Air Force Base's 388th Fighter Wing and Air Force
53 Reserve 419th Fighter Wing, the Utah Test and Training Range, and the members of Utah's
54 congressional delegation.
