Vice Chair Westwood called the meeting to order at 2:08 p.m.


MOTION:     Rep. Cutler moved to approve the minutes of the February 11, 2015 meeting. The motion passed unanimously with Rep. Last and Rep. Oda absent for the vote.

 

H.B. 296         Government Use of Unmanned Aerial Vehicles - Amendments (Rep. S. Sandall)


Rep. Sandall explained the bill to the committee assisted by Mr. Jeremiah Riley, Box Elder County.


Rep. Edwards assumed the chair.


Spoke against the bill:            Mr. Connor Boyack, President, Libertas Institute

                                                Ms. Marina Lowe, Legal Counsel, ACLU of Utah

Mr. Brent Barlow, Eagle Forum, spoke to the bill.


MOTION:     Rep. Oda moved to hold the bill. He withdrew the motion.


MOTION:     Rep. Cutler moved to replace H.B. 296 with 1st Sub. H.B. 296. The motion passed unanimously with Rep. Spendlove, Rep. Westwood, and Rep. Wheatley absent for the vote.


MOTION:     Rep. Cutler moved to amend the bill as follows:

 

1.    Page 3, Line 86 through Page 4, Line 90:     

 

86   (4) {  (a)  } A law enforcement agency that obtains, receives, or uses data acquired under

87Subsection (1)(e) shall destroy the data as soon as reasonably possible after the law

88enforcement agency obtains, receives, or uses the data.

89    {  (b) Data obtained, received, or used under Subsection (1)(e) may not be used in any

90trial, hearing, or other adjudicative proceeding of the state or a political subdivision of the state.  }

The motion passed unanimously with Rep. Spendlove, Rep. Westwood, and Rep. Wheatley absent for the vote.

 

MOTION:     Rep. Oda moved to hold the bill. The motion passed with Rep. Last and Rep. Sandall voting against the motion. Rep. Westwood and Rep. Wheatley were absent for the vote.

 

Ms. Tracy Gruber, Sr. Advisor, Intergenerational Poverty, Department of Workforce Services, distributed and reviewed "Utah's Third Annual Report on Intergenerational Poverty, Welfare Dependency, and the Use of Public Assistance and Utah Intergenerational Welfare Reform Commission Annual Report 2014."

 

MOTION:     Rep. Oda moved to adjourn. The motion passed unanimously with Rep. DiCaro, Rep. Last, Rep. Sandall, Rep. Spendlove, and Rep. Wheatley absent for the vote.
